Summary:
The primary purpose of this position is to accomplish all tasks needed to develop and validate English language proficiency tests and testing systems and programs (traditional and computerized) for local, CONUS, and overseas use, employing state-of-the art techniques and conforming to current measurement theory; to manage test databanks and databases by establishing, analyzing, and modifying them as needed and determined by the input, retrieval, and interpretation of test data from them; to maintain test control and security; to conduct analyses of test, testing data, and test systems, and generate oral and written instructions and reports based on these studies and on the development of new assessment devices; to ensure that all achievement test meet prescribed standards; and to conduct training on the design, development, and administration of English language assessment tools.

Duties:

  • Designs, develops, reviews, revises, and administers test.
  • Maintains, manages, and adapts traditional and computer-based testing programs.
  • Analyzes test and interprets statistical analyses.
  • Prepares and delivers briefings, classes, and oral presentation; generates reports and other documents.
  • Serves as a team leader in test programming/analysis projects.

  • Employee must have a bachelor's degree in ESL/EFL, English, foreign languages, linguistics, education, or a related specialty area (or 24 hours in one of those fields) and one year's (cont'd)

  • Employee must be a native English speaker, or equivalent, and be free of speech impediment
  • Employee must sign a mobility agreement under the provisions of the agency mobility program. Employee must be willing and able to travel by military and commercial air in CONUS and OCONUS
  • The incumbent must obtain and maintain a "Secret" security clearance as a condition for continued employment in this position.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement
  • Position is NOT Centrally Managed and PCS is NOT authorized

Qualifications

In order to qualify, you must meet the basic requirement and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You must submit a copy of your transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:


SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of current test and measurement theories, principles, practices, and techniques, to include those relating to proficiency, performance, achievement, and diagnostic testing; and knowledge of principles, practices, and techniques of English-as-a-Second-Language and English-as-a-Foreign-Language instruction, instructional design, and materials development.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Specialized knowledge of current test and measurement theories, principles, practices, and techniques, to include those relating to proficiency, performance, achievement, and diagnostic testing.
2. Specialized knowledge of the principles, practices, and techniques of ESL/EFL instruction, instructional design, and materials development. Specialized knowledge of the English language and American culture.
3. Skill in writing and analyzing test items, applying current testing theory and complying with organizational guidelines. Skill in maintaining, managing, and adapting testing programs to ensure their academic integrity and compliance with administrative and security requirements.
4. Ability to conduct, interpret, and evaluate statistical analyses and special testing programs and projects. Ability to communicate effectively both orally and in writing.
5. Ability to work harmoniously with personnel within the organization and outside of it.
6. Knowledge of software programming languages sufficient to analyze testing application software requirements and develop supportable recommendations for enhancement.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
