  • Serve as the program manager and leads staff-level planning and management work for the web sites, including but not limited to www.medicare.gov, www.cms.gov, healthcare.gov.
  • Provide planning expertise on cross-cutting policy, management, and systems activities relating to information dissemination and application development, management and strategy via the Agency's websites.
  • Plan, directs, and leads projects for developing and implementing web design modernization initiatives.
  • Initiates, leads, or conducts web user studies to assess whether programs reach intended audiences, content is accurate and helpful, and users are satisfied with link usability and search response times.

Basic Requirement: You must have IT-related experience demonstrating each of the four competencies listed below:

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; AND
4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Overseeing the strategy and continuous improvement of interconnected consumer-facing digital products, including their supporting applications, data, and Application Programming Interfaces (APIs); 2) Directing and mentoring multiple product managers and their multidisciplinary product teams, establishing portfolio-level product vision and standards, aligning competing priorities across teams, and managing cross-product risks and trade-offs through iterative development practices; 3) Translating business, policy, and operational needs into product and technical strategies; AND 4) Developing solutions to complex cross-product problems, such as application architecture, data integration, accessibility, security, or system performance..

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
