Summary

The purpose of this position is to serve as the Special Security Officer (SSO)/Government Special Access Program Security Officer (GSSO) for the Defense Innovation Unit (DIU). The incumbent is responsible for execution of the sensitive compartmented information (SCI) program including information security, physical security, and access control and has additional duties related to security education, training, and awareness (SETA) and operational security (OPSEC).

This is a Direct Hire Public Notice under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This Public Notice is to gather applications which may or may not result in a referral or selection. This position is being filled using Direct Hire Authority (DHA) authorized under the Department of War Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) for position in the Business and Technical Management Professional Career Path (NH). Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbent typical work assignments may include the following:

  • Manage DIU's special access programs. Restrict accesses to Sensitive Compartmented Information (SCI), nuclear Command and Control (NC2), Critical Nuclear Weapon Design Information (CNWDI), North Atlantic Treaty Organization (NATO), DoW (or OUSD (R&E)) managed Special Access Programs, and National Programs based on a strict "need-to-know" to minimize the risk of compromise. Work closely with the various special access program managers to ensure those persons approved for access are briefed and debriefed, as required. Ensure all DIU's classified areas have the appropriate standard operating procedures (SOPs) and update them as necessary.
  • The incumbent provides support for the DIU physical security program ensuring on-demand physical security services including space access control (including the security intrusion detection system (IDS) and access monitoring system), combination changes for all classified areas and GSA approved security containers, and proper signage as necessary. Support the physical security certification of open storage and/or closed storage Secret/Top-Secret spaces, or Temporary Secure Working Areas (TSWAs). Manage DIU's Sensitive Compartmented Information Facilities (SCIFs), work with the ICD705, and manage DIU's SCI accreditation processes.
  • Assist the security deputy on managing the personnel security program. Advise the staff on clearance reporting requirements and seek solutions to issues and/or concerns in close coordination with the Washington Headquarters Service (WHS), DoD CAF, and Defense Intelligence Agency (DIA). Keep abreast of reportable clearance concerns to minimize potential impact on the security of DIU. Submit requests for interim clearances and SCI access, as appropriate, to facilitate the onboarding of new hires within 5 duty days of notification. Keep leadership abreast of clearance cases that may delay a person's hiring process. Supports measures and controls to deny unauthorized persons access (physical or logical) to Classified National Security Information (CNSI) and Controlled Unclassified Information (CUI). Ensure all personnel are properly cleared to access CNSI and CUI ensuring access is not granted without the proper clearance, eligibility, access, and need to know and manage the procedures necessary for personnel to access DIU's classified spaces. Work with WHS's Personnel Vetting Operations Division (PVOD) for access to Defense Ready (DR) and manage DIU's Defense Information Systems for Security (DISS) Security Management Office (SMO) and Scattered Castles access for all security personnel.
  • Manage the Information Security Programs. Enforce procedures to protect classified information against theft, loss, and/or compromise. Ensure a self-inspection is conducted to assess our internal classified management controls and based on findings, oversee needed changes. Provide classification management, marking, and safeguarding guidance to ensure classified information is properly handled. Provide oversight for the security education and awareness program. Manage the security incident reporting process, direct inquiries into reported incidents, and based on the inquiry findings; ensure measures are implemented to mitigate similar incidents. Provide advice and assistance to staff members on policies and best practices to enhance security.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the NH-IV (GS-14/15) level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-III (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Managing the development and implementation of SCI and SAP security policy, standards, and guidelines (e.g. personnel, information, physical); AND 2) Overseeing security programs for operations related to physical, information, personnel security or special accesses; AND 3) Executing security programs in alignment with organizational mission and budgetary constraints.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

DUTY SERVICE MEMBERS:
