Summary

Serves as the General Manager (GM) of Kansas City District (TCKC) in the Air Traffic Organization (ATO), Air Traffic Services. Supports the Director regarding day-to-day operations, providing expert advice, technical support, and coordination for technical operations involving the National Airspace System (NAS). Assist the Director in achieving and maximizing operational Air Traffic goals, aid in strategic planning, facility planning and integrated consensus building across ATO Service Units.

Duties

Help

Facilitates the integration of air traffic services in assigned area and advocates the tactical use of concepts and technologies to advance the strategic goals of ATO and the FAA. Responsible for coordinating the operational functions found within these facilities and across the service area. Responsible for coordinating policies with the Deputy Directors of System Operations, Regional and Service Area Managers as well as other senior officials.

Directly responsible for the En-route and Terminal Air Traffic Managers and for all area control operational activities.

As a recognized expert in air traffic control operations, procedures and traffic flow management, incumbent ensures that facility operations maximize efficiency and service. Maintains situational awareness of the national airspace to ensure that average daily airport capacity, airport efficiency rates and adjusted operational availability in the Area meet the performance metrics and goals established in the FAA Flight Plan. In conjunction with other General Managers and Deputy Directors of System Operations, develops standards, systems procedures and techniques to improve air traffic services within the Area. Identifies information needs, ad hoc and recurring reporting requirements to include reporting frequency to the Director of Operations. Works on complex projects and programs based on the objectives of the organization's vision and objectives, setting priorities, coaching, and developing staff and organizational capabilities. He/she solicits feedback among management team members on shared responsibilities for safety, efficiency and a systems approach in the performance of the NAS.

Provides vision and leadership to Air Traffic Managers in assigned Areas. Sets and adjusts long and short-term goals and priorities in support of FAA Flight Plan initiatives. Ensures that all facility operations in their area are directed toward continually improving levels of service to customers. Continually reviews operational projects and programs to make sure that they are aligned with long term and short term ATO and FAA goals, objectives and plans. Establishes and refines objectives to support those goals and plans. Makes major recommendations in the areas of long-range objectives and plans, resources and method improvements that have a direct and substantial effect on many programs, policies, and Flight Plan goals and metrics.

Meets and has frequent contacts with both internal and external customers including subordinates, other peer management representatives, union representatives, administrative support staff within the facility, higher ranking managers and supervisors, service center personnel, members of the state, local and federal government, other foreign government aviation officials, general public, representatives of the aviation industry and military. Contacts take place in meetings and conferences or in unplanned situations where the General Manager is designated as a contact point and these meetings have the potential for considerable consequence to the NAS.

Approves leave and prepares schedules for completion of work; assigns work to direct reports based on priorities. Evaluates work performance of subordinates ensuring equity of performance standards and ratings; gives advice on work and on administrative matters; makes decisions on work problems presented by subordinates; hears and recommends/approves selections and transfers; recommends awards or bonuses; approves expenses for overtime, equipment, and personnel; and identifies and arranges for developmental and other training needs of subordinates.

Defines, acquires and allocates budget, staff and other resources to accomplish objectives that impact multiple organizational units/projects/programs and across multiple functions and/or disciplines. Leads and integrates both short-term and long-term future needs through the budget planning process.

Qualifications

Applicants must demonstrate they possess required specialized experience. Specialized experience for this position is defined as:

1. Must have held an FAA 2152 FV-J/FG-14 or above regional or headquarters positions for at least 1 year (52 weeks);

OR

2. Must have been facility rated or area certified for at least 1 year (52 weeks) at an Air Traffic Services (ATS) facility.

NOTE: An employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position;

OR

3. Must have held an MSS position for at least 1 year (52 weeks) in an ATS facility.

In addition to the qualification requirements above, applicants must have held an MSS-3 position or above in an ATS facility OR a 2152 FV-J/FG-14 position or above for at least 1 year (52 weeks) in order to qualify for this position.
