The incumbent will coordinate the completion of controlled correspondence and composes responses within assigned deadlines. The incumbent composes memorandums, standard work, policies, and bulletins as needed, to support department goals. He/she prepares recurring and also non- recurring statistical reports for presentation directly to the Administrative Officer, MH Leadership and/or medical center executive leadership (Pentad), related to the CBOC's and/or Dorn, as needed. Maintains program requirements/validation criteria. Prompts staff members to participate in cyclic or special evaluations. Incumbent is expected to continually and systematically evaluate assigned operations and to make necessary recommendations to ensure conformance with standards and established goals. Analyzes data and identifies trends and concerns or issues. Develops and/or maintains a system of internal reviews and a quality assurance program to ensure all programs operate at a high level of effectiveness that ensures compliance with standards at accrediting, regulatory and agency authorities. The incumbent is also responsible for participating in emergency management planning activities (disaster drills) conducted at the medical center and in the CBOC's. The incumbent provides Mental Health orientation/education overviews for newly hired managers and supervisors, clinical service administrative officers, administrative fellows, interns, students and leadership development program personnel. The incumbent will serves as Mental Health Customer Service Program Manager for all CBOC matters and Dorn matters as needed. S/he will compose congressional responses; resolve patient advocate complaints, follow-up on less than satisfactory Kiosk questionnaire responses. The incumbent will assist the Lower and Upper State Program Managers with inquires, responses and employee development. The incumbent will develop strategic and succession planning strategies relates to Mental Health Program and services. The incumbent will serve as a clinic profile manager and assist with clinic profile management for clinic grids. In addition to the duties assigned the incumbent will serve as back up to the
primary/chief Administrative Officer.

S/he is responsible for the administrative oversight of Mental Health Programs: Substance Abuse, Psychosocial Rehabilitation, Mental Health Intensive Outpatient, Suicide Prevention, Telemental Health, Primary Care Mental Health Integration, Trauma Recovery, Inpatient Mental Health and General Outpatient Mental Health. The incumbent will also serve as administrative liaison to Social Work Service related to Mental Health Programs: Healthcare for Homeless Veterans, Support Employment and Compensated Work Program. S/he develops both long and short term policies and plans for Mental Health Operations. The incumbent is also responsible for participating in emergency management planning activities (disaster drills) conducted at the medical centers. The Incumbent reviews all new VHA Directives and Publication for changes and communicates these changes to the Mental Health leadership.

The incumbent will serve as Contracting Office Representatives. S/he will complete equipment, base, budget, and purchase requests for Mental Health CBOC staff. He/she functions as a key program staff member in developing, analyzing, evaluating and advising on process improvements that will enhance effectiveness and efficiency of work methods, procedures, organizations, manpower utilization, distribution of work, management controls and information systems for the department. Conducts budget studies and tracks overtime usage for each of the Mental Health Sections. Makes recommendations on program resource requirements based on budgetary constraints and increasing workloads. The incumbent makes position management recommendations to the Primary Administrative Officer in order to best allocate FTEE staffing resources to the greatest areas of need at DORN and CBOC's. The incumbent will provide administrative oversight of Performance Measures.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .composing memorandums, standard work, policies, and bulletins, preparing statistical reports, analyzing, evaluating, developing or advising the implementation or revising of policies, practices, methods, procedures, and/or organizational structures, budget management and related resource allocation decisions, management improvement, productivity improvement, management controls, and short- and long-range planning, preparing procurement requests, evaluating proposals for work, acting as a Contracting Officer Representative for procurements, and/or maintaining procurement and contracting records, developing and/or maintains a system of internal reviews and a quality assurance program, providing orientation/education overviews for newly hired employees, and providing interpretations of laws, regulations, directives and policies governing Veterans' health care benefits, and providing advisory and technical assistance to senior leadership, employees, and patients. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Pd.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school. Only graduate education in excess of 36 semester hours (i.e. beyond the second year) is creditable.
