Summary

This position is located at the American Battle Monuments Commission (ABMC) headquarters office in Arlington, Virginia.

This position has two primary purposes: (1) to provide complex international policy analysis, coordination, and direction for business, personnel, building security, and administrative management programs; and (2) to serve as an advisory staff consultant to ABMC Executive Directors on confidential, sensitive policy and management issues.

Help

  • Supervise and manage staff by assigning work, evaluating performance, providing training and development opportunities, and addressing personnel matters to ensure optimal workforce effectiveness.
  • Interpret and apply federal human resources policies, regulations, and collective bargaining agreements in the administration of personnel actions and workforce management.
  • Lead the formulation, review, and revision of agency policies, procedures, and guidelines in response to legislative changes, executive directives, and operational needs.
  • Serve as the primary technical expert and advisor on program operations, providing authoritative guidance to internal and external stakeholders and ensuring integration across organizational units.
  • Directs the entire Personnel Security Program to include the determination of security policy and matters pertaining to sensitivity-level determinations.
  • Plan, direct, and evaluate logistics operations, including the receipt, storage, distribution, and issuance of commodities, equipment, and supplies to support agency missions.
  • Oversee facility-related projects including new construction, renovations, repairs, and service contracts, tracking project progress and ensuring quality and timely completion.
  • Partners with the Chief of Human Resources and Administration to strategically develop ABMC administrative budget proposals and ensure rigorous oversight of financial spending.

Qualifications

Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.

Specialized Experience: For the GS- 14 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-13); or its non-Federal equivalent that demonstrates: analyzing complex administrative program issues, interpreting federal policies and regulations, and recommending improvements to management; managing budget and financial activities by developing spending plans, monitoring expenditures, analyzing funding requirements, and recommending resource allocations; overseeing personnel security program compliant with Homeland Security directives; coordinating administrative services across organizational units to resolve operational issues and ensure support functions meet program and mission requirements; overseeing and managing two or more essential management services (e.g. budget, management analysis, travel services, space management, procurement, etc.) for an organization; advising senior level management on the application and interpretation of administrative policies, procedures and operations; providing leadership, guidance and advice to staff on matters related to a variety of administrative management functions; planning and development of financial operations, such as budgeting and accounting of funds, procurement, requisitions, etc. for an entire division, organization, work unit, etc.
