As a FINANCIAL MANAGEMENT ANALYST, GS-0501-09, you will plan, coordinate, and perform Financial Management analysis, support and review, of base level accounting and financial management programs.



Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.

  • ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND OPM PRESCRIBED "UNSCHEDULED TELEWORK"
  • Technician must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
  • Position designated as Essential and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

Qualifications

GENERAL EXPERIENCE: Skill in collecting and analyzing data effectively, efficiently, and accurately. Skill in applying procedures and directives by reading and interpreting program material. Skill in presenting formal training presentations and briefings. Ability to prepare reports and presentation formats.

SPECIALIZED EXPERIENCE: Experience, equivalent to at least the next lower grade level. Working knowledge of laws, Department of Defense (DOD) Directives, finance regulations and financial management and operating procedures related to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers. Knowledge of the overall Defense Finance and Accounting Service (DFAS) mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses. Preparing reports, organizing, and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Knowledge of the general ledger to include accounts payable, accounts receivable, cash, and other accounts in support of various regulatory financial reports.

Financial Management Certification Requirements:

This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

Education

Substitution of Education for Specialized Experience: To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of or be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

GS-9-master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
