General Manager Duties:

As a Front Line Manager you will:

  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
  • Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes and/or to increase the quality of the work directed.

The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Plans, organizes, directs, coordinates, and evaluates the operations of the Health Benefits and Life Insurance Branch responsible for the nationwide administration of the Internal Revenue Service's Health Benefits and Life Insurance programs.
  • Establishes strategic priorities, operational objectives, workload distribution, quality standards, performance expectations, and organizational goals that support Human Capital priorities and ensure efficient, timely, and compliant program administration.
  • Exercises first-line supervisory authority over Human Resources Specialists by planning, assigning, directing, and evaluating work; establishing performance expectations; conducting performance evaluations; providing coaching, mentoring, and technical guidance; identifying training and developmental needs; recognizing employee accomplishments; addressing performance and conduct issues; and fostering employee engagement, accountability, collaboration, and continuous learning. Effectively allocates staff and adjusts workload priorities to respond to changing business needs and ensure mission-critical work is completed within established timeframes.
  • Directs branch operations through the analysis of inventories, workload distribution, aging reports, processing timeframes, operational metrics, quality indicators, and customer service measures. Evaluates organizational performance, identifies trends, develops corrective actions, reallocates resources, and implements process improvements that improve efficiency, strengthen internal controls, and enhance service delivery.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below.

SPECIALIZED EXPERIENCE IR-05: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:

  • Experience applying federal employee benefits statutes, regulations, Executive Orders, Office of Personnel Management (OPM) regulations, Benefits Administration Letters (BALs), Treasury directives, National Finance Center (NFC) payroll requirements, Internal Revenue Manual (IRM) provisions, and agency policies to administer or lead employee health and life insurance programs.
  • Experience utilizing enterprise Human Capital systems, payroll systems, benefits administration technologies, workflow automation, application programming interfaces (APIs), electronic records management, systems integration, and emerging technologies.
  • Experience leading complex cross-functional projects or initiatives including establishing priorities, allocating resources, and implementing agency initiatives affecting employee benefits administration.
  • Experience preparing management briefings, reports, presentations, policy papers, business cases, congressional responses, audit responses, and strategic recommendations that communicate technical information and provide guidance and direction to employees.
