Duties

Help
  • Analyze and interpret financial management law, regulations, policies, and business processes.
  • Advise and/or respond to management and senior leader inquiries.
  • Develop supporting budgetary schedules and details of fund distribution and utilize General Fund Enterprise Business System (GFEBS) and Military Interdepartmental Purchase Requests (MIPR’s).
  • Prepare Army and DHA budget estimates that aligned with established procedures.
  • Analyze and interpret accounting/budgetary information.
  • Interpret funding usage by verifying the legal application of single and multi year appropriations
  • Analyze activity programs and plans to develop budget estimates and enter data into DHA Financial Management System (FMIS).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires that you meet the requirements for Financial Management Level II certification within 24 months of placement.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

DHA Research & Development (R&D) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes preparing budget estimates, utilizing automated financial management systems to execute budget actions, and generating narrative reports for leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09).

Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting, Business Administration, and Finance.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
