As a Health System Specialist, the incumbent provides critical administrative oversight to ensure effective workflow, regulatory compliance, and mission support across the department.
Consult with management to develop controls and procedures ensuring compliance with all regulatory requirements.
Collect system-generated data and analyzes it to conduct management studies and Business Case Analyses that improve organizational efficiency.
Evaluate program operations for effectiveness, efficiency, and compliance with mission and performance standards.
Oversee the budget in automated systems by monitoring expenditures, pay targets, burn rates, and workload/overtime trends.
Communicate in writing, developing graphs, to gather information, present recommendations and coordinate services.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.

Management may select at any announced grade level. Duties reflect the full-performance GS-11 level; lower-grade work is performed in a developmental capacity under closer supervision.
Specialized Experience GS-09: One year of specialized experience performing administrative support within a health care organization which include collecting, organizing, and assisting in analyzing statistical data such as charts, graphs, and reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
