About the Position: This position serves as Program Analyst for Pine Bluff Arsenal in Pine Bluff Arkansas and is the technical authority for project and business development planning.

Duties

Help
  • Lead development of business opportunities and partnership agreements; identify opportunities and resolve issues impacting collaboration.
  • Coordinate cross functional teams to develop and refine project proposals; ensure alignment with cost, schedule, and quality goals.
  • Support operational planning and reporting by coordinating activities, identifying issues, and ensuring completion of assigned program tasks.
  • Communicate with stakeholders, monitor project performance, forecast issues, and recommend corrective actions to maintain program objectives.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a valid state driver’s license at the time of hire and a government vehicle driver's license to be obtained within 30 days of hire and maintained for the duration of employment.
  • Must be able to obtain and maintain a favorable secret level background investigation.
  • Must be available for occasional travel.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes managing projects and programs; developing public-private partnerships or formal agreements; executing and analyzing budgets; preparing operational reports; and communicating effectively with stakeholders in support of staff officer responsibilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
