Summary

You will serve as a Supervisory Facility Operations Specislit with Grand Teton National Park. The incumbent serves as the Branch Chief of Maintenance and Operations within the Division of Facility Management and reports directly to the Chief of the Facility Management Division. This position includes extensive and complex responsibilities in both Grand Teton National Park and John D. Rockefeller, Jr. Memorial Parkway.

Some of the major duties you will perform include but are not limited to the following:

  • Provides technical and administrative supervision to a diverse team of year-round and seasonal staff, including Maintenance Supervisors, ensuring effective personnel management, training, performance evaluation, and compliance with merit principles and EEO guidelines.
  • Develops and manages comprehensive staffing plans, lifecycle maintenance strategies, and annual/long-range work schedules for park assets-including buildings, roads, trails, utility systems, and fleet-adapting to seasonal fluctuations and emergency needs.
  • Oversees the input, tracking, execution, and control of all maintenance and repair work, utilizing facility management software systems (FMSS, PMIS, AFS, FBMS, etc.) to ensure accurate database management, quality control, and timely completion of work orders and projects.
  • Directs the development and execution of multi-million dollar annual and project budgets for facility operations, maintenance, and fleet management, ensuring compliance with federal acquisition regulations and financial policies, and prioritizing funding allocations to meet park requirements.
  • Plans, estimates, and schedules all assigned maintenance and repair work, coordinating with division leadership and contracting officers to develop scopes, specifications, and funding requests, and ensuring completion of in-house and contracted projects within budget and schedule.

This is a supervisory position that may require completion of a supervisory probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement - 10/22/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications:

To qualify for this position at the GS-13 grade level:

Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience include Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Additional specialized experience includes: (1) determining project objectives, goals, timetables, schedules, milestones, cost estimates, and staffing needs for project quality; (2) initiating, guiding and controlling design and construction projects {e.g. visitor centers, campgrounds, lodging, water and wastewater systems and treatment facilities, roads, parking, and transportation system infrastructure}; (3) negotiating Architecture/Engineering {A/E) services, construction management services, and construction contracts to carry out a multi-year program of work; (4) identify technical or policy issues, coordinate solutions and keep projects within established scope, design, scheduling, construction, priority setting, material, sequencing, staffing, financial, and/or budget problems to achieve program/project goal, schedule, and budget. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands/Work Environment: The work is mostly sedentary. However, site visits involve the demands and hazards associated with fieldwork on a construction site or in a backcountry environment. Trail travel in Grand Teton, either by horse, mule train or on foot and can be extremely demanding due to deep snow and other hazardous weather conditions. The incumbent is responsible for the safety of the human workers and the animals employed to transport them. The western Wyoming mountains can receive 600 inches of snow and the incumbent coordinates and manages road and trail clearing efforts. that roads are cleared of snow all winter. Most work is performed in an office setting during standard working hours. Visits to field sites require working outdoors in varying weather conditions and terrain. Some travel is required via automobile, helicopter, airplane, river raft, and trail. Helicopter landings on unimproved landing areas are sometimes required.

Telework: The duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
