  • Provides full responsibility of a Team Lead supporting the Industrial Property Branch Chief, who provides oversight and guidance on contract property management to agency and contract stakeholders through property administration, record keeping, pro.
  • Serves as team leader in assigning work to employees on the team based on priorities jointly established with the supervisor.
  • Ensures that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the team strategies, goals, objectives, work plans and work product and services.
  • Coaches in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable.
  • Researches, learns and applies a wide rand of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • The incumbent must obtain Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier within 36 months of entry into this position, in accordance with DoD Instruction 5000.66.
  • This is a Drug Testing position.
  • This is a covered position and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).

Qualifications

Basic Education Standards for positions in the 1103 series:
A. Undergraduate and Graduate Education: Major study - business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

OR

B. Specialized Experience that demonstrated:

  • Skill in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of personal or industrial property;
  • Knowledge of the values and uses of property items, merchandising methods, marketing techniques and outlets, or general trade practices related to the disposition of property; and/or the ability to understand and evaluate business practices relating to the acquisition, control, use, consumption, maintenance, and preservation of property;
  • Working knowledge of equipment, machinery, tools, materials, or other items of personal or real property;
  • Knowledge of Government sales policies, regulations, and methods; and
  • Knowledge of contract provisions, and ability to interpret and apply contract clauses and Government procurement regulations.

Specialized Experience:

For the GS-13 you must have at least one year of specialized experience equivalent to the next lower grade level GS-12 which demonstrates the ability to perform the duties of the position.

Specialized experience is defined as:

Experience in performing property administration duties for multiple contracts, property accountability, property audits and developing plans for accomplishing total property management program assessments.

There is no substitution of education for specialized experience at the GS-13 grade level

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.   • Contracting Foundational/Professional: Selectee must have their Contracting Professional Certification (or be eligible for certification within 36 months of appointment) in the DAWIA Contracting Functional Area. Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 36 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.
