About the Position: Serve as senior office engineering technician, providing contract administration services for the Resident Office.
Reviews and administers complex schedules on assigned projects.
Prepares government cost estimates for change orders and other estimates for claim evaluation and funds requests.
Evaluates cost factors such as labor and material escalation, impacts and time delays dealing with complex schedules.
Gives advice and instruction to Resident Office employees on contract administration issues.
Conducts a wide array of activities associated with negotiating changes with contractors.
Monitors receipt of contractual documents and ensures their proper distribution
Provides technical support to the Resident Office staff in evaluating potential claims.
Assembles engineering and fiscal data in support of requests to higher authority for special funds, additional funds, and reallocation of present funds.
Responsible for having a complete knowledge and strict enforcement of safe practices and safety regulations.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
One year probationary period may be required.
This position is subject to a mobility or rotation agreement as a condition of employment.
This position has a Temporary Duty (TDY) or business travel requirement of 10% for official duties/training
Qualifications

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes 1.) reviewing all contract documents to determine the validity of the claims; 2.) preparing Pre-Negotiation Memorandum (PNM) for construction contracts; and 3.) determining technical adequacy of proposals for complex contract modifications requiring a government cost estimate. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
