The Supervisory Training Specialist serves as an advisor to Center for Animal Welfare (CAW) leadership for the planning, development, implementation, administration, and evaluation of enterprise-wide adult education, workforce development, and technical training programs supporting the Animal Welfare Act (AWA), Horse Protection Act (HPA), and related animal welfare authorities.

  • The duties may include, but are not limited to:
  • Supervising subordinates more than 25% of the time including, but not limited to, recruitment, selecting, appraising, rewarding, and addressing performance problems.
  • Provides leadership and oversight for a comprehensive adult technical training program that supports the professional development, technical competency, compliance capability, and mission readiness.
  • Serves as a recognized authority in adult learning, workforce development, and technical regulatory education.
  • Establishes long-range strategic plans for training, workforce development priorities, organizational learning initiatives, and operational objectives supporting Agency mission accomplishment.
  • Directs the implementation and administration of learning technologies and digital learning platforms.
  • Exercises program authority over these enterprise-level training systems and initiatives involving classroom, field, virtual, hybrid, and asynchronous learning environments.
  • Develops and implements comprehensive evaluation systems, training needs assessments, competency gap analyses, and organizational performance improvement efforts.
  • Coordinates with subject matter experts to translate complex scientific, regulatory, operational, and technical information into effective adult learning that meets program delivery needs.
  • Serves as a ride along trainer to evaluate trainees and evaluate inspection proficiency and works with ride along trainers to ensure consistency and proficiency in their training abilities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Planning, developing, implementing, and evaluating adult education, workforce development, or technical training programs to support organizational goals, workforce competency, and operational effectiveness.
  • Developing or overseeing competency-based curricula, instructional materials, learning assessments, and blended, virtual, classroom, or field-based training using adult learning principles and instructional design methodologies.
  • Conducting training needs assessments, competency or performance gap analyses, and evaluating training effectiveness to recommend improvements to learning programs, workforce development initiatives, or organizational performance
  • Providing leadership, guidance, or oversight for training programs, projects, or staff and collaborating with subject-matter experts, managers, and other stakeholders to translate complex technical, regulatory, scientific, or operational information into effective learning solutions.
  • Conducting or supporting animal welfare inspections and applying Animal Welfare Act (AWA) and/or Horse Protection Act (HPA) regulations, standards, and inspection procedures to assess regulatory compliance.

Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.
  • First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
  • Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
  • If selected for this position, you will remain in your current official duty station of record unless you are in the National Capital Region or are a current mobile employee. Selectees with a current duty station in the National Capital Region defined as the District of Columbia; Montgomery and Prince George's Counties of Maryland; Arlington, Fairfax, Loudoun, and Prince William Counties of Virginia and all cities and towns included within the outer boundaries of those counties will need a new duty station established prior to entrance on duty. Selectees currently in a mobile duty station will be assigned to an office following return-to-office procedures. Selectees located anywhere else will not be able to voluntarily change their duty station as part of this selection process.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
  • Field shadowing assignments may involve walking, climbing, bending, crouching, or standing for extended periods in a variety of indoor and outdoor environments and weather conditions.
  • Appropriate personal protective equipment may be required during field activities or training exercises. May be exposed to risks associated with animal handling, zoonotic diseases, environmental hazards, and field inspection conditions.
  • Assignments may require medical clearances, vaccinations, or diagnostic testing to gain access to regulated facilities or participate in field operations.
  • May be required to successfully participate in and clear the annual post-employment medical surveillance program as outlined within the Animal Care Safety and Health Manual to safeguard against health and safety risks due to potential occupational and/or environmental exposure or demands.
