Duties

Help
  • You will represent Commander, U.S. Forces, Japan, Okinawa Area Coordinator/other United States Forces, Japan staff at meetings/events and working groups when the United States Forces, Japan J09/Chief, Okinawa Area Field Office is unavailable.
  • You will provide support to the senior U.S. military general/flag officer on Okinawa (the Okinawa Area Coordinator) when representing Commander, U.S. Forces, Japan at joint or host nation events/activities.
  • You will coordinate politico-military matters and recommend policies and methods to resolve complex issues associated with the stationing of U.S. forces and equipment in Okinawa.
  • You will advise the U.S. Forces, Japan J09 on issue analyses, anticipate potential policy problems, and assess their impact including political and community reactions.
  • You will coordinate U.S., Japanese and third country national senior official multi-service visits to Okinawa for Commander, U.S. Forces, Japan.
  • You will exercise the full range of supervisory personnel management and authority in directing a staff of Department of the Navy employees and Japanese Master Labor Agreement employees.
  • You will develop annual budget requirements and maintain a spending plan supporting Head Quarter's quarterly budget justification to include office supplies/vehicle management and facilitate requirements to J5 executive office.
  • You will monitor incidents and accidents information provided by Okinawa-based service Law Enforcement and Staff Judge Advocate personnel.
  • You will coordinate directly with host nation military/government agencies when designated to address politico-military matters.
  • You will manage the office compliance program ensuring that Okinawa Area Field Office is up to date on policy directives from U.S. Forces, Japan.
  • You will coordinate with Marine Corps Installation Pacific on matters related to U.S. Forces, Japan’s leasing agreement for the Okinawa Area Field Office’s office space.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is considered Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • MSP/PPP applicants must currently hold the required security clearance.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing/providing substantive advice on political-military affairs, government relations, or public affairs related to the stationing of United States forces in a foreign country AND Supervising/leading teams responsible for analyzing and resolving complex, sensitive issues involving host-nation governments, local communities, or international agreements AND Representing a United States government or military organization and providing direct support and counsel to senior-level officials in meetings with foreign government officials, local leaders, or United States component commands AND Knowledge of the United States-Japan Mutual Security Treaty, the Status of Forces Agreement, and the United States-Japan Joint Committee structure to provide accurate policy advice and ensure compliance.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
