Duties

Help
  • Perform a variety of pre-award and post-award contract functions such as participating in pre-solicitation committees and contract award boards and review technical data packages.
  • Performs audit or analysis functions and provide support regarding audits and analysis.
  • Provide input and support maintenance of contractor reporting systems.
  • Performs quality assurance functions in support of material findings.
  • Initiates or recommends corrective actions for quality issues.
  • Evaluate contractor Quality Assurance/statistical process control plans and reports.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience at this level may include: Conducting quality assurance visits to contractors, and/or production facilities to assure mission material meets established requirements; Developing, modifying, and standardizing simple contract clauses for quality assurance requirements; Recommending solutions to quality assurance problems; Developing quality assurance plans to monitor commodities or programs during product/system life cycle.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)

OR

Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, and other fields related to the position.

Combination of Experience and Education and Experience:
If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

  • The Rock Island Arsenal Joint Manufacturing and Technology Center occupies 1.5 million square feet of its Kingsbury Complex home. As the only multi-purpose and vertically integrated metal manufacturer in the Department of Defense, the center possesses the unique technical expertise and equipment to manufacture products high in quality and sustainability. RIA-JMTC also reaches out to the community by offering machinist apprenticeships and other training programs to qualified applicants.
