Help
  • Provides consultation on the Geospatial Enterprise Data Warehouse program standardizing the data management lifecycle; analyzing and defining data requirements and specifications; and implementing database structures.
  • Consults with senior Agency or Department staff on data availability for specific information needs, including customized reports or other data access methods for program staff and the need for new data structures to meet program needs.
  • Develops and administers data standards, policies, and procedures. Analyzes and plans for anticipated changes in data capacity requirements.
  • Develops mechanisms for evaluating the quality of data management services provided to clients, and evaluates the feedback to ensure data management functions are being operated with the policies and goals of the CIO and the Forest Service.

Qualifications


In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Specialized Experience Requirement: 1-year equivalent to the GS-12 grade level.

Specialized experience is defined as two or more of the following: Providing consultation standardizing the data management lifecycle for Geographic Information Systems (GIS); and/or analyzing and defining GIS data requirements and specifications; and/or designing, normalizing, developing, installing, and implementing databases, applications and functions using GIS.

In addition to the qualification requirements above, applicants must have IT-related experience demonstrating each of the following competencies:

(5). (6). (8). Teamwork: Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals.

(9). Technical Competence: Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Education

There is no substitution of education for specialized experience.

Additional information

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
