Duties

Help
  • Prepare background material concerning the IC for use in briefing to officials scheduled to appear before Congressional appropriations committees or other oversight groups and in the strategic planning of defending a budget.
  • Formulate and develop future budgetary requirements for the complex mechanisms of support, using historical data, trend analysis and relevant funding patterns of the IC.
  • Responsible for the daily execution of the IC budget and monitor all mechanisms that support the intramural and extramural programs, including any reimbursements and co-funding support.
  • Develop, implement and record apportionment distributions, allotments, and allowances into official budget execution documents that are transmitted to external organizations, such as NIH, DHHS, OMB, and Treasure.
  • Verify that sufficient funds are available for transactions processed, record commitment documents such as interagency agreements, and monitor obligations for conformance to the overall financial operating plan and apportionment plan.

Qualifications

You qualify at the GS-11 level, if you meet one of the following qualification requirements:

A) You qualify for this position at the GS-11 level if you have one year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector by performing routine administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Performing administrative duties across all phases (e.g., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Assisting with cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). AND 3. Monitoring organizational budget in a financial management system to report overspending/unauthorized release of funds to organizational leadership.

B) You qualify for this position at the GS-11 level if you have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. Education must be related to the position to be qualifying.

C) You qualify for this position at the GS-11 level if you have a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

You qualify at the GS-12 level, if you meet the following qualification requirement:

You qualify for this position at the GS-12 level if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector by performing routine administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Independently performing all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Projecting/revising cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management. AND 4. Monitoring organizational budget in a financial management system to prevent overspending and report unauthorized release of funds.

You qualify at the GS-13 level, if you meet the following qualification requirement:

You qualify for this position at the GS-13 level if you have one year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector performing the following types of tasks: 1. Leading all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Projecting/revising cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management. AND 4. Creating/implementing financial management system procedures to prevent overspending and unauthorized release of funds.
