Duties

Help
  • Directs technical, acquisition, and programmatic efforts to ensure programs are executed in accordance with established policies, deadlines, and funding levels.
  • Guides the formulation and implementation of programs to ensure total integration of the Portfolio Acquisition Executive (PAE) portfolio.
  • Oversees cost estimating, planning, programming, budgeting, and program integration across the PAE portfolio.
  • Establishes immediate and long-range range goals and objectives based on changes in law, program authority, and funding levels.
  • Provides expert advice to high-level executives on significant technological matters regarding the strategic direction, integration, and execution of the PAE portfolio.
  • Represents the organization at meetings, conferences, and briefings with full authority to act on behalf of the PAE.
  • Manages the recruitment, development, and retention of a high-quality and diverse workforce.
  • Evaluates the performance of both military and civilian subordinates against established standards and critical performance elements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is a Critical Acquisition Position/Key Leadership Position. Unless specifically granted a position waiver by the Army Acquisition Executive the following requirements are mandated: A tenure agreement period of 3 years.
  • This Defense Acquisition Workforce (DAW) position requires the incumbent to be Level IV certified at time of assignment or able to acquire Level IV certification within 48 months of assignment in the DAW career category field of Program Management.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position is designated “Mission Essential”.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • Incumbent may be required to complete a one year probationary period.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATONS:

Specialized Experience: One year of specialized experience which includes:

  1. Experience managing technical project requirements such as life cycle development, acquisition, testing, and product improvement, to ensure deliverables meet program objectives;
  2. Experience executing project budget plans in accordance with established cost and funding levels;
  3. Experience formulating project life cycle documentation to support milestone reviews and/or leadership decision-making; AND
  4. Experience leading teams in a collaborative environment to achieve project objectives.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).

All Acquisition Workforce Positions Mandated in Title 10, USC, Section 1723. This is a Defense Acquisition Workforce position. The employee must meet the DODI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position Conditions of Employment data filed in the header of the PD/PRD.

Program Management Advanced Level IV: Back to Basics Update: This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
