Duties

Help
  • Serves as a Project Team Leader and/or team member for multidisciplinary teams supporting master planning initiatives within and outside the District’s Area of Responsibility.
  • Develops and utilizes visual media, including sketches, renderings, photography, brochures, and presentation materials to support planning initiatives and stakeholder engagement.
  • Provides technical consultation for military construction site development projects.
  • Performs cost engineering and preliminary cost estimating for projects during advance planning stages prior to full scope development and design completion.
  • Reviews cost estimates prepared by in-house staff, Architect-Engineer firms, and other agencies for accuracy and completeness.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Education Requirement:

Engineering: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.

Architecture, Landscape Architecture, and Community Planning: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements.

Specialized Experience:

GS-11:

One year of specialized experience equivalent to the GS-09 grade level performing journeyman-level work in master planning, site planning, or cost engineering for military or comparable facilities. Experience may include: participating in development of master planning documents such as facility requirements analyses, installation design guides, or area development plans; applying professional planning, architectural, or engineering principles to resolve conventional problems using established guidelines and precedents; preparing preliminary designs, cost estimates, or technical reports under general guidance; and coordinating with multidisciplinary teams to support planning initiatives.

GS-12:

One year of specialized experience equivalent to the GS-11 grade level serving as a technical specialist or project team leader for master planning activities supporting military installations. Experience may include: independently leading or executing master planning, architectural or civil engineering projects including Real Property Master Plans, Installation Design Guides, DD Form 1391 development, or facility programming; adapting or developing guidelines for unique or first-of-a-kind projects where existing guidance is inadequate; administering Architect-Engineer contracts including preparing scopes of work, government estimates, and technical evaluations; and resolving technical conflicts with contractors, installation engineers, or other stakeholders requiring professional judgment and persuasion.
