JOB SUMMARY: The purpose of this position is to function as the logistics manager of the organization and to serve as the organizational Property Book Officer (PBO) responsible for routine accomplishment and oversight of property accountability functions.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.

The major duties include, but are not limited to:

  • Develops, implements and evaluates the logistics and property accountability policies for the organization.
  • Responsible for the property book operations of the organization in the areas of inventory management, storage management, equipment coordination and supply management.
  • Maintains property book accountability utilizing an automated system and/or related computer programs to account for property.
  • Ensures compliance with the command supply discipline program (CSDP), and other directed command inspection programs.
  • Coordinates with the USPFO, state level Joint Force Headquarters (JFHQ) and subordinate units of the organization on the lateral transfer and/or turn in of excess property.

Qualifications

GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following:

  • Experience, education, or training involving detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities).
  • Experience integrating actions of a variety of specialized support activities in order to meet program goals.
  • Experience interpreting and applying regulations, laws or practices.
  • Experience planning and organizing work assignments.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of logistics and maintenance requirements sufficient to function as the primary advisor for the establishment of command logistics policies.
  • Knowledge of property accountability requirements sufficient to function as the technical authority for the establishment and maintenance of property accountability records of all non-expendable items within the organization.
  • Knowledge of the operational aspects of equipment authorized for the organization and authorized substitutes sufficient to advise senior leadership on the mission degradation resulting from the limited availability of authorized equipment.
  • Knowledge of requirements as defined by the authorized or pending Modified Table of Organization and Equipment (MTOE) sufficient to analyze equipment authorizations to insure the compatibility of authorized levels of specific items to the requirements of the specific item in accordance with basis of issue plans.
  • Knowledge of required logistical actions sufficient to develop and maintain plans for full or partial deployment and redeployment.
  • Knowledge of budgetary procedures and limitations sufficient to advise senior leadership on prioritization, develop an obligation and execution plan, and to monitor requisitions and ensure availability of funds in accordance with command priorities.
  • Knowledge of logistics accountability sufficient to monitor review and/or inspect logistical requests, receipts, and pending transactions in accordance with command supply and maintenance discipline programs.
  • Knowledge of one or more automated supply databases to retrieve, review, and analyze logistical data on an ad-hoc basis or through recurring and specialized reports.
  • Knowledge of logistical readiness factors and the effects that equipment availability, serviceability, and compatibility have on the overall logistics readiness of the organization.
  • Knowledge of supply regulations and directives sufficient to establish organizational logistics management policies and procedures.
  • Knowledge of logistical administration sufficient to establish correspondence and filing procedures.
  • Knowledge of logistical requirements sufficient to plan support for organizational training, deployment, physical security, and strength maintenance activities and requirements.
  • Knowledge of human resource management procedure sufficient to function as the administrative supervisor for active guard and reserve and or military technicians.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

MILITARY GRADE (Prior to Application): Enlisted: E-2 through E-7; Warrant Officer: WO1 through CW 2; Officer: O1 through O2
UNIT OF ASSIGNMENT: Any unit within state

CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.

CONDITION OF EMPLOYMENT: You will be required to serve a 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:

- your performance and conduct;- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.

Upon completion of your trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Education

No substitution of education for specialized experience.

Additional information

Primary Change of Station (PCS) relocation expenses will NOT be paid.

MILITARY INCENTIVES - BONUSES AND STUDENT LOAN REPAYMENT PROGRAM: If you are selected for this position, you may lose your eligibility for your National Guard Enlistment/Reenlistment Bonus and Student Loan Repayment Program (incentives). In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies:

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
