Summary

This position is located in the Forest Service (FS), Business Operations, Grants and Agreements (G&A) Program. The individual provides guidance to two headquarters staffs and strategic direction to G&A staffs in every Region and Station. Position will be responsible for the management and oversight of the overall execution of the grants and agreements functions and activities.

Help
  • Management and Policy Promotes the successful implementation of strategic plans through continuous monitoring of plan implementation activities.
  • Evaluates and reports on short- and long-term goal achievement and implements performance management processes to facilitate the monitoring and reporting of accomplishments and performance improvements.
  • Participates in agency-wide decisions regarding compliance with financial systems, records and regulatory requirements that impact the Grant and Agreement program.
  • Provides leadership, allocates resources, and implements activities to accomplish Forest Service multicultural organization direction, and Equal Opportunity and Civil Rights requirements, goals, policies, and objectives.
  • Ability to analyze complex and conflicting regulations and policies, and project effect of changes to laws and regulations and their impact upon grants and agreements administration and management.
  • Liaison Manages strategic alliances with internal and external entities, including customers, senior leadership and other agencies to ensure effective collaboration and service delivery.

Specialized Experience Requirement:

For the GS-15: You must have one year specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as four or more of the following: Specialized experience is defined as four (4) or more of the following: Overseeing the award and administration of grants and agreement actions; and/or implementing and disseminating policies and guidance; and/or providing strategic oversight for the execution of the annual budget; and/or monitoring internal controls for a grants and agreements program to ensure accountability to prevent fraud, waste, and abuse; and/or providing strategic direction for grants and agreements training delivered to staff and partners; and/or ensuring effective collaboration and service delivery with internal and external customers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for specialized experience.

The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.

The positions will be located at a Forest Service office, except Atlanta, Georgia; Milwaukee, Wisconsin; Washington, DC; and Portland, Oregon. Final determination of the duty station will be made by the selecting official at the time of the job offer.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated in accordance with the category rating procedure as defined in the USDA Demonstration Project Plan. Applicants who meet the basic minimum qualification requirements established for the position will be placed in the Eligible category. You will be further evaluated against criteria for placement in the Quality category. This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Assessment Questionnaire. Individuals with veterans' preference are listed ahead of applicants who do not have veterans' preference within each category.
