Duties

Help
  • Provide guidance and instructions to managers and employees on regulations, policies, and procedures for awards, staffing, and performance programs.
  • Process honorary and monetary awards, ensuring submissions comply with regulatory requirements and command policies.
  • Liaise with HR POC and internal stakeholders to resolve customer inquiries and ensure accurate processing of personnel actions.
  • Coordinate with serviced organizations to ensure employees are efficiently processed into and out of the command.
  • Evaluate workforce trends and staffing needs to support recruitment planning and human capital strategies.
  • Execute human capital strategies in response to higher headquarters taskers, suspense requirements, and organizational needs.
  • Advise managers on recruitment strategies, hiring authorities, outreach options, and staffing processes.
  • Support recruitment and outreach events by preparing materials and attending career fairs, STEM events, and veteran outreach activities.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires that the employee occasionally travel away from the normal duty station up to 10% of the time.
  • Appointment to this position requires a one-year probationary period unless the selectee has previously met the requirements in 5 CFR Part 11. During the probationary period, the employee may be terminated with limited appeal rights.

In order to qualify, you must meet the experience requirements requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes : (1) experience assisting with routine awards or recognition program tasks such as gathering documentation, preparing draft award packets, tracking suspense dates, or entering basic personnel actions under supervision; and (2) experience supporting HR data activities by collecting personnel information, running simple queries, preparing spreadsheets, or assisting with basic data visualization or reporting needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four year course of study leading to a bachelor's degree in Human Resources, Human Capital Management, Business Administration or Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

  • The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-02 is equal to the former GS-05 Step 01 through GS-11 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $97,087.00including locality.
