Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

Help

The primary purpose of this position is: As an Air Reserve Technician (ART) Officer, performs duties as the Chief, Force Generation Division with overall responsibility for establishing, planning, and directing the Command AEF program.

DUTIES:

  • Serves as Chief, Force Generation Division with responsibility for strategic planning, sourcing, implementation, deployment, reconstitution, integration and support of AFRC forces.
  • Accomplishes comprehensive assessments and evaluations of the goals and objectives of the Aerospace Expeditionary Force in relationship to both Air Force and Air Force Reserve Command long-range planning initiatives to more effectively and efficiently accomplish the Command AEF mission and to enhance the AEF management capabilities.
  • Directs the activities of the Force Generation Division. Establish policies and procedures for efficient and successful accomplishment of the mission.
  • Exercises supervisory personnel management responsibilities.
  • Maintains a continuous liaison with Air Staff, other headquarters counterparts and DoD offices, representing HQ AFRC/A3 in a variety of high level meetings concerning the Aerospace Expeditionary Force; presents briefing of a sensitive nature concerning the AEF program, critical issues, action items, mission requirements, and others.
  • Serves as senior advisor to the Director of Operations, providing counsel and guidance to them on all issues concerning the generation of AFRC capability to support AEF requirements and on solutions to controversial and/or highly sensitive issues.

  • non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA)weekends.
  • The incumbent may be required to fly in military or commercial aircraft to perform temporary duty (TDY) assignments.
  • Must be able to obtain appropriate security clearance.
  • This is a key management position, in which the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of AFRC's mission and responsibilities.
  • This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis.
  • Must possess a high degree of tact and diplomacy as this position requires numerous contacts with high ranking military and civilian personnel.

Qualifications

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at FORCE GENERATION CE with the military rank of O-6/COL, AFSC: 21R4. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes the expert knowledge of a wide range of military concepts, principles, laws, and regulations of strategic, operational, and long range planning methods, processes, and knowledge in the application of the capabilities, limitations, and techniques for employment of unit and individual reservist combat capability including training requirements, contingency planning and readiness requirements.

Federal time-in-grade (TIG) requirement for general schedule (GS) positions: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the mission, goals, objectives, and functions of the Air Force and the Air Force Reserve Command; Ability to negotiate effectively with senior management officials to accept and implement recommendations where proposals involve substantial resources and/or conflicting priorities.

2. Knowledge of the objectives, directives, laws, policies, and regulations which define and govern the activities of the Aerospace Expeditionary Force program; Ability to communicate and interact effectively both orally and in writing.

3. Knowledge of Air Force and Command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; Knowledge of management practices, theories, techniques, principles, and procedures.

4. Knowledge of the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations; Knowledge of Equal Employment Opportunity (EEO), Equal Opportunity & Treatment (EOT), andmilitary and civilian personnel management programs.

5. Knowledge of a wide range of qualitative and quantitative methods for the planning, assessment and improvement of command level plans and programs for conducting major operations such as mission and flight operations, deployment, mobilization, etc.

6. Ability to adapt the concepts, principles, and theories of military and civilian management systems for the purpose of considering and resolving issues and problems of a procedural, factual, and personal nature; Ability to manage and supervise military, ART and/or civilian employees.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
