About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

This position is with the U.S. Army Intelligence and Security Command, 500th Military Intelligence Brigade 205th Military Intelligence Battalion Geospatial Intelligence Section located at Fort Shafter, Hawaii.

Duties

Help
  • Analyze imagery, data, and information to identify and locate foreign military/government installations, equipment, forces, activity, capabilities and limitations.
  • Produce all types of Geospatial products utilizing a variety of sources, such as Synthetic Aperture RADAR, Thermal Infrared , Electro-Optical , Overhead Persistent Infrared , Multi/Hyper Spectral Imagery and other sources.
  • Respond to formal, informal requests for support and requests for information from a variety of users and supported customers from tactical, operational and strategic level units, intelligence agencies and joint/sister services.
  • Execute multiple concurrent research projects, to include automation nominations submitted by subordinate analysts to prepare Geospatial Intelligence products in accordance with national-level intelligence requirements.
  • Perform quality control of all intelligence production for the accuracy and timeliness of various Geospatial Intelligence products and services for a variety of users.
  • Provide input into development, implementation and maintenance of new processes, projects, policies, and toolsets of Army, Defense and Intelligence Community processing and exploitation programs that operationalize Geospatial Intelligence.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • Temporary Duty (TDY) travel may constitute up to 25% of time.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience:One year of specialized experience which includes:
1. Oversight of multiple advanced sensor types (such as Synthetic Aperture RADAR (SAR), Thermal Infrared (TIR), Electro-Optical (EO), Overhead Persistent Infrared (OPIR),
Multi/Hyper Spectral Imagery (MSI/HSI) to identify a foreign military capability. AND
2. Managing multiple concurrent Requests for Information (RFIs) from different tactical and operational customers. And
3. Implementing new toolsets and policies regarding the processing and exploitation programs that operationalize Geospatial Intelligence (GEOINT) across broader Army or
Department of Defense networks. AND
4. Briefing an intelligence or geospatial assessment to an operational customer or stakeholder group on non-routine problems and/or analytical inferences.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

  • TERM: This announcement is for a term position Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. Term positions in DCIPS may be extended up to six years; however, they may be extended an additional two years with Agency approval. A DCIPS term employee may be eligible for non-competitive conversion to a DCIPS permanent appointment. (To be converted to such an appointment, the employee must: 1. Be initially selected from an announcement that specifically stated that the individual could be eligible for noncompetitive conversion to a permanent DCIPS appointment at a later date; 2. Have completed at least two years of continuous service with at least a "Successful" overall evaluation of record; and 3. Be converted to a permanent DCIPS position in the same work level or grade for which hired.
