Serve as contract specialist responsible for pre-award and post-award actions, including price/cost analysis, negotiation, and administration for services, construction, supply and Architect-Engineer (A-E) requirement.
Review request for the procurement of specialized or complex items and equipment, extensive technical services, and/or unique construction.
Analyze the requirement, recommend revision to the statement of work or specification as necessary.
Prepare justification, approval, acquisition plan and other required clearance.
Prepare solicitation/amendment document incorporating provision such as cost accounting standard, cost or pricing data, special testing requirement, Government-furnished property, and payment provision as required.
Serves as contracting negotiator and function as the team leader during contractual negotiation.
Advise the Contracting Officer and other Government personnel on the contractor compliance with contract requirement and recommend alternatives available for effecting corrective action.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position may require the employee to occasionally travel up to 10%.
Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
Financial Disclosure Statement, OGE-450, is required upon entry and annually.

Basic Requirement for the 1102 series:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

Specialized Experience: One year of specialized experience which includes:1) Performing pre-award and post award functions including price cost/ analysis and negotiations. AND 2) Modifying existing contracts. AND 3) Preparing or issuing solicitation documents for service and/or construction projects. This definition of specialized experience is typical of work performed at the GS-11 position.
