This announcement is open to All U.S. Citizens, and is being filled under the AcqDemo Hiring Authority, Direct Hire Authority (DHA) for Certain Personnel of the Department of Defense. Appointment of Military Spouses (5 CFR 315.612)(NonComp Mil Sp), Retained Grade Preference (RGP), and Military Reserve and National Guard Technician eligibles may also apply.
As a IT SPECIALIST (SYSANALYSIS/APPSW) at the NH-2210-2/3 some of your typical work assignments may include:
Validate program and security engineering activities are synchronized with USTRANSCOM's transformation efforts (Cloud Migration, Application Modernization, and Cybersecurity).
Work in a collaborative environment to fully understand customer requirements and supports their programs to achieve full lifecycle management of services.
Analyze and evaluate IT strategic plans and programs; provides recommendations to key enterprise managers to improve IT functionality with emphasis on DevSecOps and agile SDLC methodologies.
Perform DevSecOps capability planning activities to attain strategic USTRANSCOM mission objectives; prepare plan assessments focused on the delivery of strategic business capabilities.
Perform product owner duties such as backlog grooming, working with stakeholders to gather requirements, review and analyze metrics and provide guidance to resolve any issues.
Validate cloud sourced information security products/tools and services are delivered to the government to meet or exceed statutory and regulatory requirements.

Qualifications
You may qualify at the NH 2, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-1 (GS-04) grade level in the Federal service as listed below:
Assist with oversight of engineering design, test, and cybersecurity evaluations of IT systems and system modification.
Assisting with research for new and emerging IT products and technologies for compliance with approved IT systems policies, standards, and technical architectures, OR
B. 4 year course of study leading to a Bachelor's degree, OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
For the NH-3
One year of specialized experience equivalent to the NH-2 (GS-11) grade level in the Federal service as listed below:
Analyzing requirements for IT systems and identifying and performing hardware and software trade-offs and cost and performance trade-offs aligned with an organizations transformation efforts.
Analyzing IT systems processes, identifying shortfalls, assessing alternative solutions, and providing recommendations to improve the processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Substitution of education may be used in lieu of specialized experience for NH-II grade level.

This position is part of the Acquisition Professional Development Program (APDP). The employee is expected to meet the practitioner area certification requirement within the time frame range of 1 - 5 years from appointment date into the position.
This is a cybersecurity position; the employee will attain and maintain appropriate DoD approved cybersecurity baseline certificate(s) applicable for cybersecurity functions required for the DoD position held, within nine months of filling position IAW DoDM 8140.03.
