Summary

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10; the NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

You will serve as a Financial Analyst in the Weapons Control & Integration Department, Asymmetric Systems Division, Special Technology Integration Branch (Code H11) of the Naval Surface Warfare Center Dahlgren Division.

Duties

Help
  • You will plan and execute program financials, including supporting the planning of financial budgets, documenting financial acceptance, and monitoring and tracking planned and actual incoming funding.
  • You will plan, create, and assign charge objects for financial execution.
  • You will monitor and track financial execution.
  • You will identify and assess risk of stop work for both government and contractor employees.
  • You will submit and track procurement and incremental funding modification requisitions.
  • You will create and implement process improvements in the areas of program financial planning, management, and tracking.
  • You will prepare and execute internal and external program financial reviews.
  • You will research, collate, organize, and evaluate/analyze data to prepare action item responses, reports, and presentations.
  • You will perform analysis of business system or tool requirements to identify the impacts and recommend potential process changes and/or additional training.
  • You will review and analyze quantitative data to prepare recurring and special reports, statistical evaluations, briefings, and assist in maintaining the financial health of programs.
  • You will lead all incoming Division billing accounts payable actions, including assigning tasks and compiling timely responses.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to successfully complete a pre-appointment polygraph examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing the formulation, execution, monitoring, and reporting of program or organizational budgets. Examples of qualifying experience may include (1) Ability to utilize Microsoft Office and other standard systems (ERP/EDW/IBPES) to generate financial documentation to support analysis and/or recommendations. Expert proficiency in Excel preferred; (2) Knowledge of and ability to use Financial Management policies and procedures; (3) Ability to design and use simple spreadsheet models appropriate for planning, tracking, and analysis of financial data; (4) Ability to research, collate, organize, and evaluate data to prepare action item responses, populate databases, and prepare reports and presentations; (5) Ability to multi-task and prioritize workload in a constantly shifting environment; (6) Ability to research, evaluate, and analyze data to make sound business recommendations; (7) Knowledge of budget development, execution, and forecasting; (8) Ability to communicate effectively both orally and in writing to multiple levels of management; (9) Ability to work individually and in teams.

TO QUALIFY FOR NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with the formulation, execution, monitoring, and reporting of program or organizational budgets. Examples of qualifying experience may include (1) Ability to utilize Microsoft Office and other standard systems (ERP/EDW/IBPES) to generate financial documentation to support analysis and/or recommendations. Expert proficiency in Excel and general knowledge of Power BI is preferred; (2) Knowledge of NSWCDD business rules, policies, processes, budget development and execution; (3) Ability to research and evaluate financial data to make sound business recommendations; (4) Knowledge of budget development and execution; (5) Ability to communicate effectively both orally and in writing to multiple levels of management; (6) Ability to work individually and in teams.

Education

TO QUALIFY FOR NT-4: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR NT-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • A master's or equivalent graduate degree; OR
  • Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
  • An LL.B. or J.D., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
