Summary

This position is located in the Division of Depositor and Consumer Protection (DCP) of the Federal Insurance Deposit Corporation (FDIC). Individuals selected for this position will initially be assigned to a specific Tier III bank but after such assignment ends, may be reassigned to another Tier III bank or assigned to other duties as set forth in the Position Description.

At the full performance level, major duties include: 

  • Serves as a subject matter expert (SME), sharing knowledge nationwide on one or more complex areas that may include fair lending, Unfair or Deceptive Acts or Practices (UDAP), Community Reinvestment Act (CRA), newly implemented laws and regulations, emerging technologies, or other consumer protection areas through substantive oral briefings/presentations and written reports.
  • Incumbent helps improve the Complex Bank Supervision Program (CBSP) by evaluating, providing feedback, and contributing to the implementation of CBSP policies and procedures.
  • Serves as a nation-wide resource for DCP, providing guidance and mentorship to senior examiners on specialized and advanced concepts related to EIC practices in Tier III banks, as well as advanced examination techniques and concepts. Develops and communicates sophisticated supervisory strategies, guiding team members through intricate and complex bank risk scenarios e.g., areas of specialized lending, significant levels of consumer complaint activities, or significant third-party relationships.
  • Maintains an informed position on the assigned Tier III bank, analyzes information filed or reported in accordance with regulatory requirements or other sources, oversees or performs activities related to drafting, reviewing, analyzing, and processing reports of examinations prior to Regional Office review, and other duties of an administrative nature involving the assigned bank.
  • Serves as the SME of the Tier III bank for DCP leadership and examiners, interagency federal regulators and officials, and other state financial regulators, given the complex and widespread scope of banking activities.
  • Performs ongoing EIC duties for all aspects of banking operations impacting consumer harm while examining a large and/or highly complex bank requiring constant navigation, negotiation, at times resolving conflict with bank officials due to regulatory concerns, and a deep, specialized understanding of the Tier III bank’s activities.
  • Serves as the dedicated Complex Bank Examiner EIC - Compliance responsible for leading, planning, and conducting comprehensive risk-scoped targeted reviews, compliance examinations, and CRA evaluations of a Tier III institution (institutions that pose the highest risk of consumer harm) with a focus on identifying consumer harm.
  • Serves as a key point of contact for, or leads, regional and divisional projects to accomplish the Region's or Division's goals and objectives, or the FDIC's mission.

Minimum Background Investigation (MBI) required

As a best practice for banking regulators, the FDIC requires that the Examiner-in-Charge (EIC) spend no more than five years in any single institution. After five years, the EIC will be given a new assignment

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-14 To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as experience examining large or complex financial institutions for compliance with consumer protection, fair lending, Community Reinvestment Act (CRA), and other supervisory matters; and leading and providing on the job training to exam teams at large or complex financial institutions.                                                      

CG-15 To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-14 grade level or above in the Federal service. Specialized experience is defined as experience examining large or complex financial institutions for compliance with consumer protection, fair lending, Community Reinvestment Act (CRA), and other supervisory matters; leading and providing on the job training to exam teams at large or complex financial institutions; and apprising and submitting recommendations to senior executive management to deal with special situations, complicated examinations, and/or supervisory matters.

Selective Placement Factor: Applicants must have experience as commissioned compliance examiners at the FDIC or another organization with comparable commissioning criteria.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 17.06% to a high of 51.75%. Salary reflects a pay cap for this position of $257,500.

If selected, you may be required to serve a probationary or trial period as applicable to appointment type. Financial Institution Examiners must maintain the highest personal ethical standards as provided in Part 336 of the FDIC's Rules and Regulations, (Employee Responsibilities and Conduct). Financial Institution Examiners must comply with Section 3201.102 of Supplemental Standards of Ethical Conduct for FDIC Employees (5 CFR Part 3201), which, in part, prohibits them and their immediate families from accepting certain credit from State nonmember banks.

All Financial Institution Examiners are prohibited from the following:
1. Obtaining a loan or a line of credit from any insured state nonmember bank or its subsidiaries. Any extensions of credit held by the Examiner, the Examiner's spouse, or any dependent children are direct or indirect extensions of credit to the Examiner.
Exceptions:
a. Loans for a primary residence are permissible. The Examiner must not participate in any examination of that institution with which he holds the primary residence loan, and a "cooling off" period is required before negotiating a loan for a primary residence from any institution the Examiner has examined.
b. No restrictions on obtaining credit cards issued under the same terms and conditions available to the public from an insured state nonmember bank either within or outside of their field office of assignment.
2. Participating in any examination, or other matter, involving an insured depository institution or any person with whom the Examiner has an outstanding loan or line of credit.
3. Performing any service for compensation with any bank, or for any officer, director, or employee thereof, or for any person connected therewith.
4. Disclosing any confidential information from a bank examination report except as authorized by law.
5. Soliciting or accepting any gift from a prohibited source or because of the Examiner's official position.
