Duties

Primary Purpose:
Oversee and manage the operational readiness of the 190+ systems that make up the Nuclear Command, Control, Communications (NC3) Enterprise. Recognized as the Department of War authority on NC3 readiness, providing expert guidance and advice to Joint Staff, Combatant Commands, Services, Program Officers, and other agencies on the ability of NC3 systems to meet war-fighting readiness requirements across all phases of conflict.

Duties:

  • This position provides technical and/or administrative direction to one or more subordinates, but occupies less than the required minimum of the position's time; or is not performing the full range of supervisory duties for subordinate employees (i.e., performance ratings and discipline).
  • Serves as the NC3 Enterprise Center's principal consultant and recognized expert for enterprise-wide DRRS Readiness Reporting.
  • Authors multiple quarterly and annual congressionally mandated reports focused on the resiliency of the entire NC3 Enterprise.
  • Oversees and manages the NC3 Condition (NC3CON) process for the entire NC3 Enterprise, ensuring department-wide readiness and resilience requirements are met across all DoW components and mission partners.

Conditions of Employemnt:

  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive
    Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access
    Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee
    must be able to obtain and maintain a Top-Secret w/SCI clearance.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use
    by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is
    required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,Administrative and Management Positions- Management and Program Analysis (0343)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of program analysis and evaluation methods, including qualitative and quantitative techniques for assessing program effectiveness and efficiency.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Expert knowledge of program analysis and evaluation methods, including qualitative and quantitative techniques for assessing program effectiveness and efficiency.
  2. Skill in developing, interpreting, and implementing program policies, procedures, and guidance.
  3. Ability to analyze and manage program resources, including budget formulation, execution, and long-range planning. Ability to develop and apply performance measurement systems and metrics to assess program outcomes.
  4. Skill in building consensus, negotiating, and leading cross-functional teams and working groups with interagency partners across the NC3 Enterprise.
  5. Ability to communicate effectively, both orally and in writing; negotiate complex and/or sensitive issues; to prepare reports, briefings, and presentations for senior leaders.
  6. Ability to plan, organize, direct, and lead the functions and staff of a branch, supervise, mentor, and develop a diverse workforce, set employee performance standards, and evaluate employee performance.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
