Provides expert technical advice to management and program officials on the interpretation of acquisition regulations and guidelines and their application to complex procurement issues and building packages.
Provides guidance in developing, reviewing, and finalizing procurement packages, ensuring statements of work and supporting documents and are aligned with program objectives and acquisition requirements.
Manages the Division’s contracting and data systems, ensuring compliance with Federal acquisition standards and robust internal controls.
Provides senior-level technical leadership, conducting complex analyses and producing strategic reports that drive enterprise-wide process improvements.
Develops strategic plans, policies, and technical guidance to resolve operational issues and assess organizational readiness for new systems or regulations.
Leads evaluations of management policies and program goals, identifying needed shifts in policy and advising leadership on organizational impacts.
Conducts in-depth research on emerging business practices, identifies systemic trends, and briefs leadership through high-quality written and verbal products.
Provides authoritative guidance and mentorship to junior analysts, supports major audits and reviews, and represents Marketing and Regulatory Program (MRP) as a subject matter expert on interagency committees.
