Duties

Help

  • Plans, develops, organizes, promotes, coordinates, executes, evaluates, and manages the assigned Marina/Sailing program.
  • Ensures the economic and efficient operation of the assigned facility to include: supervising and directing work; ensuring a safe and pleasurable environment for all patrons, ensuring the cleanliness and good repair of the facility, reporting any damages, mechanical or other breakage or malfunction, and reporting/correcting safety hazards, following up as necessary.
  • Serves as fund custodian, ensuring internal controls (e.g., cash handling, daily accounting of funds, inventory, property and vehicles) are in place and in compliance with regional standards, procedures and objectives.
  • Ensures registers are properly rung out at the end of each shift, change funds are properly accounted for and secured. Reports all cash discrepancies in accordance with local directives.
  • Assists with the annual budget.
  • Serves as property custodian for all equipment and ensures the appropriate receipt, tagging, and disposition of assets.
  • Performs a variety of related administrative duties, keeping abreast of requirements and deadlines.
  • Prepares purchase orders for equipment, parts and supplies as required. Records contractual information, fees and payments into a computer database and prepares reports as required.
  • Oversees a sailing instruction program (e.g., classroom and on the water), a rental fleet, and/or a ship's store/resale operation, depending upon assigned site.
  • Assists in issuing and receiving rental equipment from customers, assists customers in hooking up trailers, loading and unloading of equipment into personal vehicles.
  • Ensures grounds and facilities are maintained and clean (e.g., cleans park tables, collects/empties trash cans, barbecues, pavilions, docks, and rental equipment to ensure they are in serviceable condition).
  • Supervisory duties comprise 25% of the incumbent's time and include but are not limited to:
  • Directs work to be accomplished by staff.
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
  • Conducts annual performance reviews of staff.
  • Participates in section staffing decisions.
  • Ensures staff receives proper training to fulfill requirements of their positions.
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.
  • Supports CNIC's Equal Employment Opportunity (EEO) policy; fosters a work environment free of discrimination, harassment, and/or reprisal; ensures all subordinate staff understand and adhere to the policy; and ensures treatment of all staff is fair and equitable.
  • Directly supervises assigned staff to include a diverse work force of Non-Appropriated Fund (NAF) civilians.
  • Operates a professional Recreational Lodging operation, consistent with those services and amenities provided in a similar commercial business.
  • Oversees the day-to-day management and maintenance of the Recreational Lodging property and insures that all discrepancies are corrected in a timely manner.
  • Establishes and manages a proactive guest relations and communication program to achieve and maintain superb customer service ratings.
  • Develops and implements rental rates.
  • Ensures proper budgetary and accounting policies are implemented, providing effective cost control measures so a minimum self-sufficiency of 100% is maintained for the program.
  • Manages and purchases Furniture Fixture & Equipment (FF&E), supplies and equipment to maintain the facility.
  • Reviews all financial documents for accuracy and forwards to the Fleet Readiness business office for processing. Establishes internal controls to protect income, property, vehicles, resale, supplies and records.
  • Maintains accountability for the requisition, receipt, and storage of all inventory, consumable, non consumable, minor property and fixed assets.
  • Plans and implements renovations/repairs and reviews work in progress; primary liaison for recapitalization projects.
  • Ensures the cleanliness and maintenance of all assigned buildings and grounds; reports and manages to completions hazardous conditions to proper authority.
  • Develops performance work statements for contract services and measures compliance through inspections, audits, and customer critiques.
  • Ensures program complies with Local and Regional program policies, regulations, and procedures, and higher-level Navy and DoD instructions, regulations and program standards ·
  • Ensures staff receives proper training to fulfill requirements of their positions. · Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.

  • Must be available and accessible at various hours including nights, holidays and weekends.
  • Must be able to obtain and maintain a current driver’s license.
  • Must be able to satisfactorily complete background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must have or be able to obtain and maintain a valid state driver’s license.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must meet federal suitability requirements including successful completion of background investigation.

Qualifications

  • Knowledge of boating terminology, watercraft operation and maintenance, water and boating safety, handling of boats (e.g., launching, mooring, etc.), boating equipment and facilities, and recreational boating activities.
  • Knowledge of how to operate a business, such as setting costs, mark-up/mark-down procedures for resale, and disposal of surplus or non-usable material.
  • Knowledge of military MWR and/or NAF procurement, personnel, and funding.
  • Knowledge of NAF budgeting and activity level financial management.
  • Knowledge of basic cash handling procedures.
  • Knowledge of CNIC's EEO policy and procedures.
  • Ability to work effectively with subordinates, supervisory and management officials and patrons.
  • Ability to operate a personal computer and perform basic word processing and spreadsheet tasks using Microsoft and site-specific software.
  • Ability and knowledge to provide a sailing instruction program.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to perform the full-range of supervisory duties.
  • Ability to communicate effectively both orally and in writing.

The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.

Per Department of Defense Instruction (DoDI) 1402.05. Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.
