We encourage you to read this entire vacancy announcement prior to submitting your application. As a Program Manager GS-0340-15, you will be responsible for:
  • Overseeing and directing program evaluation and quality assurance functions to ensure compliance with applicable laws, regulations, and policies to ensure overall program effectiveness and efficiency.
  • Supervising directing, coordinating, and overseeing the programs, functions, and initiatives performed by a staff of subordinate supervisors or team leaders and the professional, administrative, technical, and support staff of the organization.
  • Directing the development and implementation of agency policies and procedures, business processes, and new or revised system requirements resulting from new or modified organization or agency programs, systems and initiatives.
  • Providing authoritative technical advice and guidance to senior management on the analysis of program effectiveness and efficiency, and associated policies and procedures.
  • Overseeing the development and implementation of automated and integrated systems, policies, procedures, and projects in support of the effective and efficient planning and management of the assigned programs and functions.

The U.S. Department of Education (ED) has interagency agreements (IAAs) with other agencies to ensure efficient delivery of funded programs and activities, and move closer to fulfilling the President's promise to return education to the states. Employees may receive detail assignments to these agencies in support of the IAAs).

Key Requirements:

Qualifications

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-15, if you possess the specialize experience, education, or a combination of the two.
Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience implementing Federal, state, or local education grant program(s), such as those under the Elementary and Secondary Education Act (ESEA), including developing and implementing policies and procedures to ensure effective implementation.
2. Experience directing the evaluation and continuous improvement of education programs and using improvement and oversight strategies such as technical assistance, guidance and/or monitoring.
3. Experience supervising or leading employees, including developing, recognizing, supporting, and holding employees accountable.

Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).
1. Knowledge of Federal, state, or local grants, program management, monitoring, and implementation of policies, regulations, and procedures associated with the Elementary and Secondary Education Act (ESEA).
2. Skill in keeping internal and external customers informed of issues through technical assistance and presentations.
3. Ability to plan, coordinate and lead office functions, such as work assignments, team building and leadership.
4. Ability to direct the development of new procedures or business processes to improve agency or company efficiency and effectiveness.

Education

Education cannot be substituted for experience for this position and grade level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:
1. Eligibility and Minimum Qualifications

Qualified-Candidates who meet the minimum qualifications and are proficient in some but not all of the position's requirements.
