Duties

Help

  • Directs AMD exercise planning and scheduling of airlift support for JCS/USPACOM/PACAF directed exercises.
  • Applies Air Force military experience to develop and evaluate detailed exercise plans, budgets, goals, and objectives for exercise execution.
  • Communicates with/acts as an interlace with other agencies regarding exercise planning.
  • Prepares and delivers oral presentation such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned exercises and projects.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • USAF air mobility exercise planning background and experience working in an Air Mobility Division is highly desirable.
  • Shift work, to include nights and weekends will be required throughout the year to support various exercises. In addition, work may extended beyond normal hours and over weekends and holidays should the situation dictate.
  • Must maintain AOC positional certification and currency.
  • Must have and maintain a Secret security clearance.
  • This is a 'KEY' position. Incumbent(s) must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing.
  • The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment in accordance with AFM 44-198, Air Force Civilian Drug Demand Reduction Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations, Series 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of air mobility operations and logistical planning requirements for Command Post or Field Training Exercises involving the employment of air mobility assets in a variety of strategic and tactical environments conveying all aspects of operational utility from deployment and redeployment of personnel, equipment and cargo, to search and rescue, airdrop, and special operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Comprehensive knowledge of a wide range of air mobility operational concepts, capabilities, policies, principles, practices, objectives and applicable directives to make independent decisions and recommendations in regards to exercise planning and airlift execution in the USPACOM area of operations.
  2. Knowledge in statistical analysis and management to interpret data to be used in presentations. Ability in conducting in-depth operations/transportation studies, develop long and short-range plans, analyze findings, and recommend courses of action for meeting organizational and MAJCOM goals.
  3. In-depth technical knowledge of deployment processes, JOPES, automated flight management and aircrew operations in the exercise environment, and air mobility planning and execution systems.
  4. Broad knowledge of DOD air mobility operations, command relationships, practices, policies, procedures, goals and objectives to effectively plan and exercise USPACOM theater readiness operations.
  5. Ability to communicate effectively, both orally and in writing, to negotiate complex issues, inform leadership, make sound recommendations, and maintain good working relationships.
  6. Ability to plan, organize, and lead to effectively manage and direct transportation planning activities and evaluate and resolve technical issues in meeting scheduled deadlines. Ability to adjust work operations and program objectives to meet changing program requirements within available resources with a minimum sacrifice of quality and quantity of work.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
