Duties

Help

  • Performs the full spectrum of police officer duties within the assigned jurisdictions
  • Conducts Investigations/Surveillance: Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI) or the scope of the higher-level detectives assigned to the Squadron
  • Performs as Base Defense Operations Center (BDOC) Controller: Serves as the primary command and
    control (C2) function for all Integrated Defense forces
  • Performs emergency response and incident command and control: Acts as the initial on scene commander for significant and catastrophic events (e.g. active shooter, terrorist attacks, and natural disasters) and initiates Air Force Incident Management System (AFIMS).

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required initial and annual physical fitness/physical agility tests to include running, meet established hearing standards and discern colors, contrast, and depth
  • The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements

  • The incumbent must wear a DAF Police Officer uniform as identified in the DAF Police AFI and required to meet dress and appearance standards when supporting non DoD agencies IAW the AFI.
  • Must work an uncommon tour of duty, to include nights, weekends, holidays, overtime, rotating shifts, and recall
  • Must wear approved protective clothing such as body armor/ballistic plates, helmets, personal protective equipment, coats, boots, traffic vests and/or chemical protective equipment, (e.g. respirator mask).
  • Incumbent must possess a valid driver’s license and be able to operate all security forces vehicles and installed equipment
  • Subject to duty position evaluation on a pass/fail standard in accordance with AFI 36-2646, Security Forces Training And Standardization Evaluation Programs
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Must pass formal law enforcement training school as determined by AF/A4S and obtain DoD Peace Officer Standardization and Training Certification

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED:

  • Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security
    duties
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of
    force in the apprehension or detention of individuals
  • Incumbent is required to obtain first responder training/certifications in CPR techniques, self-aid buddy
    care, and first aid on the job and maintain annually
  • Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics,
    techniques and procedures necessary for preparation and response to catastrophic events, terrorist attacks
    and related threats to installations
  • Ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid
    advancing movement between defensive positions, while wearing protective gear for extended periods of
    time, (e.g. Employing "Active Shooter" response tactics and techniques as a member of a small team is
    required).
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must
    continue uninterrupted after the occurrence of an emergency and continued through full resumption of all
    functions. IAW, DoDI 3020-42, Defense Continuity Programs
  • Must obtain and maintain a government travel card. Work may occasionally require travel away from the
    normal duty station

SPECIALIZED EXPERIENCE: Applicant must have one year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes knowledge of the full range of police and law enforcement services that require considerable training, experience, and proficiency to perform the full range of operations in preventing or resolving offenses. Knowledge of an extensive body of standardized, optional, and innovative investigative procedures, techniques, and methods to detect, investigate, and resolve crimes and other incidents that are beyond the scope or requirements for solution on patrol assignments. Employees use this level of knowledge in performing a variety of standard and nonstandard assignments in resolving a wide range of conditions or criminal activities. Knowledge of standardized federal laws, regulations, methods, procedures, operating techniques, instructions, state, and local laws to perform tasks including, but not limited to pursuing and apprehending persons fleeing a crime scene or attempting to resist arrest; identifying and arresting violators based on eyewitness accounts; performing dispatcher duties involving passing of directions and information to officers on patrol assignments; seeking, detecting, and protecting evidence and witnesses at the scene of an
incident; detaining witnesses and suspects; and making arrests and performing booking procedures. Knowledge of Base Defense Operations necessary to, based on current crime trends, evaluate existing crime prevention methods and recommend to the Flight Chief changes to existing programs. Must be knowledgeable in the operation of all automation equipment located on the Police Desk of which include Government/National Crime Information Center (NCIC/GCIC) terminal, Internal Closed-Circuit Television (CCTV) surveillance system and provide guidance of their operation to subordinate desk personnel. Knowledge of report formats, procedures and terminology used for finalizing accurate reports. Knowledge and skill to adapt procedures accounting for current socio-political climate and how it contributes to people and suspects potentially reacting antagonistically or aggressively to law enforcement personnel or activity. Knowledge of firearms and tactics for employment in emergency situations as well as the safe handling of explosives during training. Knowledge of the established procedures to properly conduct the search and seizure of evidence/contraband and how to properly secure a crime scene. Knowledge of DoD and Federal-level interagency protection operations and responsibilities supporting national-level leaders (POTUS, SecState, etc.) foreign dignitaries and activities specifically designated by the Department of Homeland Security as National Special Security Events. Knowledge of emergency services, tactics, and procedures, including weapons and chemical agents, negotiation, building layouts, terrorist threats and counterterrorism methods, search and rescue techniques, crowd and demonstration control, etc. Knowledge of NCIC operations and reference manuals in order to operate the NCIC computer system sufficient to input and retrieve information on individuals and vehicles. Knowledge of the NIMS and ICS protocols to establish command and control, develop a course of action to contain, mitigate, and recover from the incident IAW HSPD-8 and AFMAN 10-2502. Knowledge of procedures necessary to serve warrants and U.S. Magistrate subpoenas to civilians working or living on the installation. Knowledge of first aid procedures necessary to provide assistance in accident cases or other emergencies
situations. -Skill and ability to operate motor vehicles have a gross weight of 7,000 pounds or less, loading capacities of 1 ton or less, and 2- or 4-wheel drive to transport personnel and/or articles. Skill at operating a sedan type or SUV military police vehicle at "hot pursuit" speeds.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of law enforcement procedures, training requirements and operating methods required to perform the full range of police officer activities independently.
2. Knowledge of special operating requirements, methods, and procedures for enforcing specialized personnel access controls to prevent unauthorized access to areas where stringent security requirements are enforced.
3. Knowledge of appropriate use of force and self-defense techniques to protect oneself and others in threatening situations including the ability to subdue and control individuals as required.
4. Ability to operate motor vehicles have a gross weight of 7,000 pounds or less, loading capacities of 1 ton or less, and 2- or 4-wheel drive to transport personnel and/or articles.
5. Ability to work and communicate effectively orally and in writing. Ability to establish and maintain effective working relationships with community management, employees, and other law enforcement agencies.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

  • Must complete the following duty position evaluations (DPEs) within the first two years of employment and be successfully re-evaluated in accordance with standards listed in AFI 31-2646, Security Forces Training and Standardization Evaluation Program. The DPE qualifications must occur in this order; (1) Installation Entry Controller, (2) Patrolman/Security Response Team, (3) Alarm Monitor and (4) Base Defense Operations Center Controller/Dispatcher
  • The incumbent must obtain and maintain qualifications and/or certifications for the following: Flight
    Armorer, Active Vehicle Barrier, National Crime Information Center (NCIC), Emergency Management
    Systems, Defense Biometric Identification System (DBIDS), Standardized Field Sobriety Test (SFST),
    Advanced Roadside Impaired Driving Enforcement (ARIDE), Security Forces Management Information
    System (SFMIS), Air Force Justice Information System (AFJIS), Evidence Management Portal (EMP),
    Evidence Management Collection Exchange (ECMX), Explosive Detection Device (EDD), Defense Data
    Exchange (DDEX), authoritative databases, Small Unmanned Aircraft System (SUAS), electronic booking
    stations, speed measurement devices, non-lethal weapons (e.g. neuromuscular incapacitating device
    (NMID), baton, etc.
