The primary purpose of this position is to provide recruitment and placement advice and guidance to managers in support of the installation Civilian Personnel Office.

Duties
GS-7

  • Performs recruitment and placement assignments. In a developmental capacity, performs recruitment and placement assignments involving positions in clerical and assistant, technical, and trades worker occupations
  • Provides recruitment and placement, and affirmative employment and advisory services
  • Participates in special initiatives, studies and projects, and affirmative employment activities
  • Prepares written correspondence and other documents

  • In a developmental capacity, provides recruitment and placement services for positions in installation-level organizations
  • Performs recruitment and placement advisory services
  • Participates in special initiatives, studies and projects
  • Prepares written correspondence and other documents

GS-11
  • Performs the full range of Recruitment and Placement advisory services. Provides staffing advisory services based on the serviced organization's local, regional, or national staffing priorities and takes proactive measures to anticipate management's needs by pre-positioning work products in expectation of new projects and programs
  • Exercises knowledge and skill in applying HR methods, principles and evaluative methods/ sufficient to advise on and/or resolve moderately complex problems which can be unprecedented in nature

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.

SPECIALIZED EXPERIENCE:
GS-7
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience include knowledge of standard recruitment and placement principles and practices and of the occupational design of various types of positions to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity. Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them.

OR

EDUCATION: Successfully completed 1 full year of graduate level education or have superior academic achievement. (NOTE: You must submit your transcripts.)

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of specialized experience and graduate level education that has provided me with the knowledge, skills and abilities to perform the duties of this position. Only graduate level education in excess of the first year may be used as qualifying when combining education and experience. (NOTE: You must submit your transcripts.)

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience include knowledge of standard recruitment and placement principles and practices and of the occupational design of various types of positions to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity. Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them.

EDUCATION: Possess Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (NOTE: You must submit your transcripts.)

OR

COMBINATION OF EDUCATION AND EXPERIENCE: Possess a combination of specialized experience and education. (NOTE: You must submit your transcripts.)

GS-11
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience include knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services.

EDUCATION: Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (NOTE: You must submit your transcripts.)

OR

COMBINATION OF EDUCATION AND EXPERIENCE: Possess a combination of specialized experience and education. (NOTE: You must submit your transcripts.)

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment

  • Knowledge of, and skill in applying wide range of laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the civilian recruitment and placement functions
  • Knowledge of, and skill in applying, a wide range of civilian Human Resource Management concepts, principles, and practices; local and higher level HRM procedures; the mission, functions, and programs of assigned organizations; and analytical and evaluative techniques
  • Knowledge necessary to provide guidance to management on all civilian recruitment and placement issues
  • Ability to communicate, both orally and in writing

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
