This position is located at the Oklahoma City National Memorial (OKCI) and serves as the supervisory park ranger Interpreter in a geographically separate location. The incumbent reports directly to the Chief of Interpretation who is duty stationed at Chickasaw National Recreation Area (CHIC).
The incumbent has overall responsibility for the management, planning, administering, and evaluation of the interpretive and visitor services program at OKCI, as well as overseeing the Volunteer-In-Parks programs. The incumbent supervises permanent, intern, and volunteer staff.

Major Duties include:

  • Interpretive Planning and Programs - Develops park interpretive prospectives, including short- and long-range plans for interpretive services.
  • Personnel Management - Exercises the full range of supervisory duties, recruits, and makes selection of supervisors/employees.
  • Partnerships - Works collaboratively with park partners to strategically allocate resources and align priorities.
  • Staff Development - Provides ongoing training and support to frontline staff.

In the absence of agency action to affirmatively certify continued employment beyond the probationary period, such appointments are terminated. This is a supervisory position that may require completion of a supervisory probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement - 09/17/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes coordinating, managing or directing interpretive programs; developing long range program plans; working with park partners; developing educational programs; managing interpretive staff or other similar work. You must include hours per week worked.

EDUCATION: Successful completion of at least three full academic years of progressively higher level graduate education, a Ph.D. or equivalent doctoral degree in a directly-related field such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. IMPORTANT - PLEASE NOTE: If you are using education to qualify you must provide complete information to show how you meet the requirements claimed including a copy of your transcripts that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. We cannot determine eligibility without this information. A copy of your official transcripts will be required before entrance on duty, if selected.

Successful completion of a combination of education and experience as described above. For example, 6 months of specialized experience (50% of the experience requirement) and 45 semester hours or 68 quarter hours of graduate level education (50% of the education requirement) may qualify for this position. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. Physical Demands: Physical demands are varied. Most of the work involves periods of sedentary activity: reading, writing, editing, and analyzing written materials, using a computer, and meeting and conferring with others. Work performed outdoors may involve walking, hiking, bending, carrying reasonable loads, possibly lifting objects up to 30 pounds, and standing for long periods. May assist with volunteer projects, picking up trash, removing graffiti, or other moderately strenuous manual labor. Occasional trips require the ability to function effectively for periods beyond the conventional eight-hour workday. Incumbent will be operating motor vehicles.

Work Environment: Work is mostly sedentary and office oriented but will be more physical when personally conducting outreach efforts, special events, and working with volunteers. Events may require sustained periods of standing, walking, and lifting moderate weight. Environmental factors vary often with conditions of high heat, humidity, bright sunlight, intense lightning, thunder, snowstorms, ice, high winds, and rainstorms are encountered. Occasional evening and weekend work will be required.
