The following are the duties of this position at the GS-5. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.

  • Utilizes available computer software (including word processing, spreadsheets, databases and graphics) in preparing memoranda, letters, reports, charts, forms and other material from rough drafts, oral instructions and handwritten notes.
  • Serves as a consultant and reference source to other clerks in answering questions encountered in their work. Also serves as consultant to supervisor of the unit.
  • Prepares transmittals of approved tax refund claims to Financial Management Division (FMD) for processing.

You must meet the following requirements by the closing date of this announcement.

To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. (However, you must graduate prior to being appointed to the position.) if applicable.

*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

A. Education- In the Recent Graduates Program you may qualify based solely on education as follows: Four (4) years of education above the high school level. (Please attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.)

You may qualify with one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-4grade level in the Federal service. Specialized experience for this position includes:
-Utilizing computer systems to enter data and prepare reports; OR

-Reviewing files or documents for completeness, accuracy, and compliance.

C. You may qualify by a combination of experience and education. Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

  • Successful completion of at least 1-year of continuous service;
  • Completion of at least 40 hours of interactive training;
  • Demonstration of successful job performance; and
  • Meet the qualification standards for the position to which the Recent Graduate may be converted.

CONDITIONS OF EMPLOYMENT (CONTINUED):
  • All selectees must sign a Pathways Participant Agreement.
  • All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated.   • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

  • Possess a valid state motor vehicle operator's license or Commercial Driver's License (CDL) upon appointment OR within days of appointment (as appropriate) and maintain a valid license while you occupy the position.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
