Some of the major duties you will perform include but are not limited to the following:

  • Independently develops multi-year budget estimates and authoritative recommendations for Departmental leadership.
  • Evaluates programmatic, legislative, and policy changes and incorporates them into budget strategies.
  • Writes high-impact justification materials, position papers, and talking points for senior officials.
  • Oversees financial execution for assigned accounts, including complex apportionment structures and multi-sourced funding.
  • Advises leadership on reprogramming strategies, risks, execution pace, and funding realignment options.
  • Leads resolution of complex system discrepancies and data-quality issues in the financial system of record.
  • Provides authoritative guidance on fiscal impacts of policy decisions, bureau-level execution risks, and long-term resource requirements.
  • Leads cost-benefit analyses, program evaluations, and development of analytical models.
  • Represents the Department in engagements with OMB, auditors, and senior Departmental staff.
  • Leads Department-wide special projects, cross functional work groups, and urgent budget drills requiring rapid, expert-level analysis.
The position is suitable for telework and the incumbent may be allowed to telework with supervisory approval.

Qualifications

All qualifications must be met by the closing date of this announcement - 09/24/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications:

To qualify for this position at the GS-13 grade level:

Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience:

  1. Led budget formulation for a portfolio of programs by developing multi-year estimates and integrating performance measures
  2. Served as a technical authority on apportionment, allotment, and execution and designed strategies to optimize execution during continuing resolutions
  3. Built analytical models or dashboards to forecast execution trends and briefed senior leadership
  4. Mentored junior analysts and established SOPs or quality controls to improve data integrity and budget-process compliance

To qualify for this position at the GS-14 grade level:

Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience:
  1. Advised senior leadership on budget strategy and led enterprise-wide formulation and execution for complex appropriations
  2. Directed apportionment strategy and execution risk management and ensured Antideficiency Act compliance
  3. Led development of OMB submissions and Congressional Budget Justifications and represented the organization in high-level reviews
  4. Driven modernization of budget processes by establishing data standards, automating workflows, or implementing performance-based budgeting
