General Manager Duties:

As a Senior Manager you will:

  • Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.
  • Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
  • Oversee the revision of long range plans, goals and objectives for the work directed.
  • Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  • Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed.
  • Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.
The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Extensive knowledge of Appeals policies, laws, regulations, rules, practices, procedures, systems, and work processes including specific knowledge of the goals and objectives of the Appeals organization in order to evaluate the quality of implementing those goals and objectives, effectively integrate and assess program activities, and provide guidance and leadership in carrying out program strategies
  • Extensive knowledge and application of management principles, techniques, methods, theories, concepts, and practices to manage programs and administrative activities.
  • Comprehensive knowledge of the Internal Revenue Service's (IRS) mission, organization, policies, practices, procedures, labor relations concepts, and management techniques, methods, theories, and principles to ensure optimum use of personnel, equipment, and space to accomplish program objectives .
  • Knowledge of analytical and evaluative methods and techniques, both qualitative and quantitative, in order to fully assess the effectiveness of assigned program segment(s) in meeting established goals and objectives.
  • Knowledge of current and planned IT and IRS organization, functional roles and perspectives, operational responsibilities, project interrelationships, project flow, project workload, work processes and procedures, related industry practices, and emerging trends to plan, direct, and evaluate a proposed business process improvement as it relates to IT services and its customers.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS:

SPECIALIZED EXPERIENCE: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband, IR-02, or grade in the normal line of progression in the Federal service. Specialized experience would include one (1) year of substantive supervisory or program management experience at the GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience must be sufficient to demonstrate:

  • Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight.
  • Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled.
  • Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.
  • Collaborating and/or assisting with Enterprise Information Technology (IT) and Strategic Planning, Measures & Analysis (SPMA) to oversee the implementation of service-wide contracts that include computer equipment and employee profiling for system access.
  • Overseeing the software development life cycle, including the Federal Information Security Management Act (FISMA), to prioritize and manage the execution of projects and programs, including security.
  • Applying Balanced Measurement System and Appeals measurement to analyze varied data and implement divergent programs across multiple business units in tandem with Information Technology.
  • Applying Appeals policies and procedures to evaluate the quality of program goals and provide guidance in carrying out program strategies.
  • Planning and directing proposed business process improvements by leveraging information technology (IT) operational receptibilities, work processes, and related industry practices as it relates to IT services and its customers.
  • Monitoring program effectiveness through budgetary concepts and cost-benefit analysis techniques to recommend financially-sound operational changes.
  • Planning and scheduling work to be accomplished by subordinates, setting priorities and establishing work procedures based on employee experience and workload difficulty.
