Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to detect and prevent terrorists and instruments of terror from entering the U.S.

This position starts at a salary of $111,301.00 (GS-13, Step 1) to $144,694.00 (GS-13, Step 10).

In this CBP Agriculture Specialist position you will become a key team member of Homeland Security professionals detecting and preventing terrorists and instruments of terror from entering the U.S. Typical work assignments include:

  • Collecting, evaluating, and analyzing data and intelligence related to agriculture and biological threats;
  • Providing expert technical and regulatory guidance on agricultural quarantine, import and export requirements, admissibility determinations, enforcement actions, and biological threat mitigation;
  • Preparing and disseminating high-quality reports identifying actionable intelligence regarding agricultural and biological threats;
  • Establishing and sustaining working relationships with port and field office leadership, specialized targeting and intelligence units, and counterparts in federal, state, local, and international organizations;

Qualifications

Basic Requirement for the CBP Agriculture Specialist:

1. Degree:Bachelor's degree (or higher) in biological sciences, agriculture, natural resource management, chemistry, animal science, plant science, pest management, or related disciplines appropriate to the position.

OR

2. Combination of education and experience: Completed at least 24 semester hours (36 quarter hours) in a qualifying field of study, as shown above, PLUS qualifying experience or additional education.To determine if you meet the combination, you must divide the months of qualifying experience by 48; next, divide the number of undergraduate semester hours by 120 (or 180 for undergraduate quarter hours) and the two percentages must total at least 100%.


Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Analyzing agricultural and biological threat information from multiple sources to identify trends, vulnerabilities, high-risk commodities, conveyances, travelers, or shipments and to support enforcement, inspection, targeting, or risk-management decisions;
  • Preparing written analytical products such as threat assessments, intelligence summaries, operational reports, briefing papers, bulletins, or recommendations;
  • Applying agricultural, biological, quarantine, or import/export laws, regulations, policies, and procedures to assess admissibility, compliance, inspection requirements, enforcement options, or risk mitigation actions;
  • Utilizing automated systems, databases, or analytical tools to research, evaluate, compare, and interpret data in support of operational or enforcement decisions;
  • Coordinating with internal and external stakeholders to exchange information, resolve complex issues, support enforcement activities, or address agricultural or biological risks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/17/2026.

Polygraph Examination: CBP has the authority to conduct a polygraph for the CBP Agriculture Specialist (Threat Analyst) position, however, at this time a polygraph is not a pre-employment requirement. If CBP decides to implement the polygraph as a pre-employment requirement while you are in the hiring process, CBP will notify you and provide additional information.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Individuals must be medically and physically capable of performing the essential job functions and duties of the position safely and efficiently without endangering the health and safety of the individual, others, or national security. Physical and Environmental Conditions: The work environment includes offices, aircraft operation areas, airline passenger and cargo areas, and marine docks. Periods of outdoor work may be required in snow, rain, or extreme heat. Occasional periods of outdoor work may be required in remote areas with no modern comfort facilities. The work may involve the use of toxic chemicals, pesticides and fumigants. Protective clothing may be required such as hard hats, gloves, goggles, hearing protection, and respirators.

Data Systems: You will be required to maintain access to all data systems necessary for duty execution.

Shift work: You will be required to perform work on a shift and rotational basis.

Overtime: You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week.

Rotation of Assignments/Duty Location: Applicants may be required to rotate assignments and duty locations.

Uniform: You will be required to wear an officially approved uniform while in a duty status.

Polygraph: Agriculture Specialist is an approved polygraphed position, but currently is not being polygraphed.

Motor Vehicle Operation: Agriculture Specialist is a position that requires a drivers license.

Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete a total of 10 weeks of paid training by the US Department of Agriculture and CBP Field Operations Academy in a combination of virtual and residential formats. This is followed by 10 weeks of post-academy training at the selectee(s) assigned duty station. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.

  • Knowledge of and ability to interpret a wide variety of laws, regulations, policies, and procedures governing agricultural quarantine, import/export requirements, admissibility, biological commodities, and pest or disease prevention.
  • Knowledge of and ability to use targeting systems, databases, and analytical tools to analyze complex data, lead further investigations, and recommend improvements to these systems for agricultural and biological threats.
  • Ability to communicate orally and in writing used to direct, explain, guide, counsel, question, and respond to complex and complicated concepts and situations to a wide variety of people with varying technical expertise, background, organizational knowledge, and often, strongly held points of view.
