Duties include but not limited to:

  • Conduct qualitative and quantitative analysis in measuring and evaluating efficiency, economy, effectiveness, and quality of health care services.
  • Apply analytical and evaluative methods and techniques to complete studies concerning the efficient and effective application of resources.
  • Perform qualitative and quantitative analysis of effectiveness, efficiency, and productivity in clinical and administrative services in a hospital organization (e.g., benchmarking, total quality management, continuous quality improvement) using thorough knowledge of the VHA mission, organization, and work processes and roles played by administrative and ancillary support services.
  • Conduct comprehensive studies of medical and associated administrative functions, activities, and services, analyze findings and make recommendations regarding continuing or beginning new medical services, purchasing new technology, or significantly altering directorate structures to accomplish organizational missions.
  • Prepare, analyze, research, and report on data in relation to the national managerial cost accounting system utilizing accounting systems, payroll systems, clinical software packages, Microsoft Office products including Access, PowerPoint, Excel, and Word, and SQL Program Language Pyramid Analytics.
  • Produce analytical cost accounting and documents for management information using the Managerial Cost Accounting (MCA) Decision Support System (DSS) relational database and related software.
  • Develop individual programs, reports, and facilitate user interface and access to computer systems.
  • Assist with solving difficult and complex problems in the cost accounting of medical procedures using financial and management principles, organizational theory and techniques of analysis and evaluation, and standardized administrative practices and procedures.
  • Prepare, present findings and coordinate the preparation and accurate reasonable plans and propose recommendations.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday-Friday, 7:30am-4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-07 Specialized Experience

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gather, extract and audit data to produce reports utilizing a variety of computer systems such as VistA, Microsoft Office (Access, Excel and Advanced Excel formulas, PowerPoint, Word), Analyze and measure the effectiveness, efficiency, and productivity of medical center healthcare programs using knowledge of the mission, organization, and operations of VISN 8 facilities, Interpret, adapt, and apply guidelines to resolve gaps in specificity or conflicts in guidelines. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

GS-09 Specialized Experience
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Research technical processing guidelines, support labor mapping, task analysis and job structuring, and determine staff to workload ratios impacting productivity using knowledge of the theory and principles of organizational management, Pull reports containing calculations of means, modes, standard deviations, or similar statistical measures to conduct analysis in productivity, outliers and data integrity issues, Graph findings and recommendations, and flowchart work processes for corrective actions to improve data integrity, Prepare and deliver briefings or educational training to managers on study findings and recommendations. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education, or masters or equivalent graduate degree, or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year (18 semester hours) of graduate school may be used to qualify applicants for the GS-09 level.

GS-11 Specialized Experience
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Perform detailed analysis of technical information by identifying, quantifying, and evaluation the mutual effects and interrelationships between program goals and accomplishments of both financial and strategic objectives and plans; Prepare, analyze, and report on data in relation to the national managerial cost accounting system using knowledge of accounting theories, techniques, methods, and experience using accounting systems such as VHA financial management systems payroll systems, health administration systems and clinical software packages. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combinations of successfully completed graduate level education and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
