The United States Space Force (USSF) Space Systems Command (SSC) Systems Delta 89 (SYD 89) at Kirtland Air Force Base, New Mexico is searching for an Enterprise Information Technology Chief/Chief Information Officer (NH-2210-03, GS 12/13 equivalent).

Description:
Shape the future of space systems IT as the Enterprise IT Chief and Chief Information Officer for Space Systems Command, Systems Delta 89/SDC (Cyber IT) at Kirtland AFB, NM. In this supervisory NH-03 leadership role, you will serve as Delta's senior IT authority, directing the Communications Division, leading contractor support teams, and dedicating at least 25% of your time to supervising personnel. You will oversee the strategic design, configuration, modernization, and cybersecurity of LAN/WAN networks, telecommunications, and C4 systems, while managing certification and accreditation (C&A) packages and collaborating across mission partners-including 377 ABW, SSC, USSF, and AFMC-to maintain operational continuity and deliver customer-focused IT solutions that secure joint space superiority.

The ideal candidate is a seasoned IT leader and strategic thinker with proven mastery in enterprise IT services, LAN/WAN architectures, C4 systems integration, information assurance, and federal budget/program planning to optimize complex project portfolios. This professional brings extensive experience executing supervisory responsibilities, leading cross-functional military and contractor teams, and collaborating with key command stakeholders (including 377 ABW, SSC, USSF, and AFMC) to establish long-range IT and telecommunications strategies. Additionally, the candidate demonstrates deep knowledge of DoD and Air Force cybersecurity policies, comprehensive expertise in Certification & Accreditation (C&A) and DAA processes, the ability to obtain an IAM Level III certification within six months of hire per DoD 8140, and an active or immediate eligibility for a Top Secret / SCI clearance.

  3. Strategic capability to lead the design, development, and execution of innovative, customer-centric products and services. Expert in anticipating complex user needs, driving service transformations, and implementing large-scale solutions that optimize operational effectiveness.
  4. Mastery in identifying and addressing complex, systemic operational challenges. Possesses the advanced analytical capabilities to conduct in-depth research, synthesize executive-level findings, and dictate strategic initiatives to resolve high-impact enterprise issues.
  5. Expert ability to lead, plan, organize, and direct comprehensive cross-functional teams and multi-faceted project portfolios. Proven track record in orchestrating enterprise resources and driving high-level initiatives to achieve broader strategic organizational goals.
  6. Mastery in executive-level communication, both oral and written. Demonstrates the capability to articulate highly technical, complex, and strategic information concisely to diverse stakeholders, including senior military and civilian leadership, ensuring enterprise alignment and informed decision-making.
  7. Exceptional capability to forge, lead, and sustain strategic partnerships and cooperative working relationships. Expert at navigating complex organizational dynamics to build consensus among internal and external stakeholders at the highest operational levels.
  8. Mastery of advanced project and portfolio management principles. Demonstrates the strategic ability to execute complex, multi-phased initiatives while ensuring absolute compliance with federal, Department of Defense (DoD), and Air Force (AF) statutory mandates, directives, and policies.
  9. Expert knowledge of complex program planning, federal budget cycles, and strategic financial tracking systems. Demonstrates mastery in enterprise resource allocation, fiscal forecasting, and optimizing financial operations to maximize mission readiness and efficiency.

  • Must be able to obtain and maintain a Top-Secret security clearance with SCI access.
  • A non-disclosure agreement must be signed.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to work overtime on an unscheduled or emergency basis.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The employee will attain appropriate DoW approved cybersecurity baseline certificate(s) applicable for cybersecurity functions required for the DoW position held, within six months of filling position IAW DoD 8140.
  • This position is part of the Acquisition Professional Development Program (APDP).
  • PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements, may be found at: https://afciviliancareers.com/regulatory/.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • May be required to travel by military or commercial aircraft in the performance of temporary duty assignments.
  • Incentive is not authorized.
