The Executive Office of the Under Secretary for Economic Affairs (E/EX) is seeking to recruit a series of Program Analyst positions to support the Administrative Services, Human Resources, Digital Operations & Innovations, and Planning & Resources teams. These positions are critical in supporting executive leadership, maintaining continuity of operations across core functions, and providing effective administrative and operational support throughout the E Family.

Artificial Intelligence/Automation: Serves as the organization's principal technical expert on SharePoint Online, Microsoft 365, and the Department's emerging AI platforms. This is an excellent opportunity for a technically skilled and collaborative professional who is passionate about driving digital modernization within a mission-driven organization. 

Human Resources: Responsible for building and maintaining systems that streamline HR processes, document Standard Operating Procedures to ensure consistency and continuity, and manage special programs from planning through execution. Serves as a point of contact for HR-related communications to bureaus and offices. This is a strong opportunity for a detail-oriented professional who enjoys building structure, improving processes, and keeping cross-functional stakeholders informed and aligned.

Contracting Officer Representative: Supports high-impact contracting activities across the E Family bureaus. Develops Statements of Work and performance criteria, partnering with Global Acquisitions (GA) and E Family offices to identify acquisition needs, monitor contractor performance, resolve contract issues and provide guidance. This is a wonderful opportunity for a professional with working knowledge of the FAR, DOSAR, and related acquisition policies, who enjoys managing high-dollar and multi-year service contracts.

Travel Specialist: Serves as a key resource for managing a high-volume travel program, providing expertise in federal travel regulations, travel systems, financial oversight, and program administration. This position plays a key role in ensuring efficient, compliant, and effective travel operations while providing expertise in travel program management, financial oversight, budget planning, and travel systems administration. 

At the GS-11 and 12 levels, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than at the GS-13 level.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

GS-11

Applicants applying for the GS-11 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: 

  • Experience assessing and evaluating program processes to identify challenges and make recommendations on operational efficiency.
  • Experience drafting written reports for management in support of program planning processes.

 OR B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.

OR C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%. Note: All applicants WILL BE required to submit transcripts as verification of educational requirement. If you fail to provide requested information, or the information you submit is insufficient to verify your eligibility, you may lose consideration for this position.

GS-12

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. 

Qualifying specialized experience must demonstrate the following: 

  • Experience performing tasks associated with the implementation of management programs (e.g., annual and strategic program planning, running reports, developing charts and graphs, and utilizing a range of technology platforms).
  • Experience drafting reports of findings to provide recommendations on achieving organizational goals, future program objectives and improvements.

There is no substitute of education for specialized experience for the GS-12 position.

GS-13

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: 

  • Experience assessing the effectiveness and efficiency of programs, drafting reports of findings, and recommending actions to achieve organizational objectives.
  • Experience evaluating and interpreting a variety of documents such as Department regulations, policies, directives, legislation, and/or executive orders to brief senior leadership and make program recommendations. 

There is no substitute of education for specialized experience for the GS-13 position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the ApplyGov Competency Based Assessments for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of applicants found to be among the top qualified candidates based on assessment scores.  Resumes longer than two pages will be deemed ineligible and will not be considered further.  

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):  

Non-Supervisory: Oral Communication, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management. 

Set aside at least 2 hours to take the external assessments; however, most applicants complete the assessments in less time. There are timed sections that must be completed within the allotted timeframe.

Your score from the external assessment (i.e., Non-supervisory)will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments.

  • Knowledge of strategic program/project management techniques, including the application of qualitative and quantitative methods.
