Duties

Help
  • Provides executive leadership for Field Operations (FiOps), advising the Associate Deputy Administrator on national policies, program operations, and strategic priorities supporting APHIS and USDA missions.
  • Reviews and evaluates FiOps program effectiveness, initiating operational improvements and coordinating changes with stakeholders to achieve national animal health goals.
  • Assists in leading Veterinary Services activities across surveillance, preparedness, trade, and response programs, ensuring consistent implementation of comprehensive animal health strategies nationwide.
  • Recommends budgetary, technological, and operational resources needed to effectively execute APHIS animal health programs and align VS budgets with strategic priorities.
  • Develops and maintains collaborative partnerships with Federal, State, and private organizations to support coordinated plans, animal health procedures, and emergency response activities.
  • Oversees national surveillance, preparedness, and incident-response activities related to animal, public, and zoonotic health, including coordination on biosecurity, select agents, and major disease outbreaks.
  • Serves as a member of the VS Executive Team, contributing expert analysis and policy recommendations on the direction, scope, and implementation of VS programs and initiatives.
  • Supervises and directs major FiOps program units—including Veterinary Export Trade Services and Port Services—ensuring effective operations, resource management, and achievement of program objectives.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must address the ECQs. Your resume must address each ECQ and should describe your experiences and accomplishments/results. Your resume should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions.

NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs.

1. 4. Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. (Competencies: Accountability, Developing Others, Executive Judgement)

5. Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. (Competencies: Operation Mindset, Innovation, Strategic Thinking)

TECHNICAL QUALIFICATION (TQ):

In addition to the ECQs, applicants must clearly demonstrate in their resume that they meet the following technical qualification(s).

Describe your leadership experience delivering Veterinary Services (VS) within field operations, including planning, regulatory oversight, and implementation of VS surveillance, preparedness, trade, and response activities that safeguard U.S. animal health. In your response, also highlight any relevant experience with live animal or animal product exports, as well as experience facilitating the international movement of animals into and out of the United States.

Education

0701 Series

  1. Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web site, http://www.avma.org(external link), has a listing of all AVMA-accredited veterinary medical schools.

  2. Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education (Refer to AVMA web site, http://www.avma.org(external link)for information about schools in this category) must meet one of the following requirements.
    • Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG)
    • Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT).
    • Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program).

1. This position is covered under the post-employment restriction of the Ethics in Government Act of 1978 (P.L. 95-521). This law also requires the selectee to file an Executive Personnel Financial Disclosure Report (Standard Form 278), within 30 days of appointment.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by a review board using only the information submitted within the application package. Applicants who do not demonstrate in their resume sufficient possession of the ECQs & TQs will be determined to be ineligible for further consideration. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, you must be certified by a QRB after selection and before appointment can occur.

Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible).
