Duties

Help

  • Plans, organizes, and directs the activities of J3 GFM Readiness Branch, ensuring that strategic direction and operational oversight of synchronized, comprehensive and continuous global readiness and execution comply with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents the J3 GFM Readiness Branch with a variety of installation and functional area organizations.
  • Participates in special projects and initiatives and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management. Identifies the need for special projects and initiatives and sets milestones and goals.
  • Serves as Subject Matter Expert on all SOF-related issues relevant to Global Force Management Readiness at the strategic and operational level.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert ability to translate broad guidance, regarding objectives, into specific actions and directions; Provides expert judgment vital to the accomplishment of USSOCOM/J32 Force Management goals and in determining the effectiveness of special operations forces (SOF) support to USSOCOM missions on a global scale; Possess broad latitude for decisions and actions in resolving critical problems of a unique or non-repetitive nature and in managing the various day to day and long-term activities of the J3 GFM Readiness Branch.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the missions and functions of USSOCOM, its components, and the Theater Special Operations Commands; knowledge of the organization, programs, missions, and functions of DoD, Services, other Joint organizations, and select U.S. Government agencies; and their respective, functional interrelationships to develop and implement command-wide policies, programs, procedures and strategies for Global SOF management.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  • Ability to communicate effectively, both orally and in writing.
  • Comprehensive knowledge of DoD policy, directives, regulations, and business rules related to force management; comprehensive knowledge, skill, and ability in the function and application of the various tools employed to conduct routine force management operations to include: the Automated Message Handling System, Logbook, Joint Capabilities Requirements Manager, Electronic Joint Manpower and Personnel System, Joint Training Information Management System, and Automated Global Force Management Tool.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
