The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Plans and conducts analytical and evaluative assignments for assigned Taxpayer Services (TS) programs, projects, and operational processes to assess effectiveness, efficiency, service delivery impacts, and the adequacy of management controls. Work products are used by management to improve operations and support management decisions affecting program operations, implementation strategies, resource utilization, and organizational effectiveness.
  • Determines data and information requirements, gathers input from multiple sources, validates data for accuracy and completeness, and applies appropriate qualitative and quantitative methods (e.g., trend/variance review, root cause analysis, workload and performance analysis) to identify issues, patterns, and contributing factors.
  • Analyzes program performance and operating conditions where issues are characterized by interrelated processes, competing priorities, and incomplete or conflicting information; reconciles differences in stakeholder input and data, and develops supportable findings and recommendations.
  • Develops written findings, options, and recommendations addressing operational gaps, risks, and process inefficiencies; identifies likely impacts to workload, timeliness, quality, and customer service outcomes for affected TS functions and recommends practical corrective actions.
  • Reviews proposed changes, plans, or initiatives for feasibility and operational impact; identifies implementation risks, dependencies, and constraints, and provides technical input to support management consideration of improvements to procedures, workflows, and controls.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE GS-12:

You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

  • Applying analytical and evaluative methods and techniques to assess program operations, identify trends, issues, and operational risks, and develop recommendations that improve program effectiveness and operational efficiency.
  • Planning, coordinating, monitoring and evaluating projects, studies or program initiatives by establishing priorities, milestones, performance measures, and tracking progress toward organizational objectives.
  • Gathering, analyzing and interpreting information to identify problems, evaluate alternatives and develop supportable findings and recommendations for management.
  • Evaluating the operational impact of proposed initiatives, process improvements, or implementation plans including consideration of customer, employee and stakeholders needs.
  • Preparing reports, briefing materials and other supportive documents that communicate analytical findings, risks, impacts and recommendations to management and stakeholders.
  • Collaborating with managers and subject matter experts, and stakeholders to gather information, clarify requirements, resolve issues and support process improvements.
  • Communicating analytical findings and recommendations both verbally and in writing to facilitate discussions with management and stakeholders to support management decisions.

You must also meet the following requirement(s):

TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens"

TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.

Education

Rating: Your application will be evaluated in accordance with the Service's Merit Promotion Plan. A quality group rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level groups, Superior/Best Qualified, Highly Qualified and Qualified.

Referral: Eligible applicants rated in the highest quality group, may be referred to a selecting official for consideration.
