Help
  • Reviews construction cost estimates and contractor proposals to support contract changes, negotiations, and project timelines.
  • Prepares and coordinates contract closeout, final payments, property transfers, and required project documentation.
  • Reviews construction records, labor requirements, insurance, and project performance to ensure compliance with contract requirements.
  • Processes small purchases and provides administrative support to keep office operations, records, and resources organized and efficient.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-05 Specialized Experience: One year of specialized experience which includes: 1) reviewing basic technical or construction documents for accuracy; 2) entering project or financial data into automated databases; and 3) providing routine administrative support in a technical office. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

GS-05 Education:Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.
OR
Combination of Education and Experience:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.


GS-06 Specialized Experience: One year of specialized experience which includes: 1) reviewing contractor submittals, plans, or specifications; 2) tracking construction project schedules and records; and 3) maintaining official contract and technical files. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

OR

GS-06 Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as engineering, construction, engineering or industrial technology, physics, drafting, surveying, physical science, or mathematics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.


GS-07 Specialized Experience: One year of specialized experience which includes: 1) reviewing contractor certified payrolls for labor law compliance; 2) monitoring project modifications and costs in management systems; and 3) assisting with cost estimates for routine construction changes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

OR

GS-07 Education: One full year of graduate level education in a field directly related to the work of the position, such as engineering, construction, engineering or industrial technology, physics, drafting, surveying, physical science, or mathematics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-04 or GS-05 OR GS-06)

  • Locality pay does not apply in the overseas area.
  • If an employee brings an eligible child to an overseas location, the Department of Defense will provide required special education and related services in accordance with Department of Defense Instruction 1342.12. Infants and toddlers who qualify will receive required early intervention services under the same instruction.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
