About the Position: This position is located at U.S. Army MSCoE, Fort Leonard Wood, Missouri. Fort Leonard Wood is located in the beautiful South-Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, Missouri. Bordering the installation to the North are the towns of Waynesville/St. Robert and Interstate 44. St. Louis is a 2 hour drive to the East along I-44 and Springfield is an hour's drive West of Fort Leonard Wood.

Duties

Help
  • Serves as a Senior Technical Advisor for Formation Based Layered Protection (FBLP) within the Army transformation Initiative.
  • Serves as Program Manager for all transformation and lessons learned initiatives within the assigned Combatant Command region.
  • Manages the full Transformation and Lessons Learned Manager collect-monitor-assess-communicate cycle within assigned command geographic region.
  • Leads development and implementation of a unified knowledge management architecture to consolidate fragmented observations, insights, and lessons learned data streams.
  • Provides first-line supervision of both civilian and military employees.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires that the incumbent be able to obtain and maintain a Top Secret Security Clearance
  • Position requires that the employee occasionally travel away from the normal duty station up to 35% of the time.
  • Employee may be required to work overtime to include weekends and federal holidays, out of cycle, or on an emergency basis.
  • Position is designated as Mission Essential during Inclement Weather Conditions or other designed/identified emergency conditions.
  • In the event of severe weather conditions or other such emergency type situations (natural/man-made disaster) incumbent is required to report for work as scheduled to support mission operations.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
  • Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements CONT.
  • CONT. is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
  • Position is supervisory.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at lease the GS-14 grade level in the Federal service which includes:Analyzing Doctrine, Organization, Training, Material, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF P) requirements; leading or participating in the collection, development, or integration of lessons learned; directing projects or supervising teams to execute mission priorities; and coordinating strategic transformation initiatives with higher headquarters, interagency elements, or cross-functional stakeholders.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
